Formed by thousands of secessionist states, provinces, territories and systems on the grounds of excessive taxation and corruption by the Union of South American Nations. The CIS has a single Head of State - The Supreme Commander - under a written constitution known as the Bylaws of Independent Systems, which vests most power of the Separatist Senate in regards to state matters, with the Head of State being the only officiator of congressional & military procedure.
