Constitution of The Republic of Ursalia

Preamble

We, the people of Ursalia, in the best interest of our land and the people, whereas Ursalia is founded upon principles that recognize the supremacy of God and the rule of law, pledge to defend our sovereignty and build a glorious nation that respects the holy name of liberty and democracy. Therefore, in order to bring our republic closer to perfection, we establish and enact a permanent constitution that will act as a safeguard against tyranny and fascism for centuries to come. The adherence to this constitution preserves for Ursalia its free republic of people, of land, and of sovereignty.

Government Framework:

1. The Republic of Ursalia is a constitutional republic in which the President and other representatives are elected democratically, with their power limited to the rules set by the constitution.
2. The Republic of Ursalia establishes and enforces democracy through the President, Supreme Court and Congress.
3. The Republic of Ursalia shall follow a federal and democratic multi-party framework.
4. The Ursalia Congress is the legislative branch of Ursalia, The president is the executive branch of Ursalia, and the Supreme Court is the judicial branch of Ursalia.
5. The Republic of Ursalia will have a bicameral legislature. The two chambers will be the Ursalia Senate and the Council of Representatives.
6. The Council of Representatives will have 300 seats. 151 seats are needed for one party to hold the majority.
7. The Ursalia Senate will have 75 seats. 38 seats are needed for one party to hold the majority.
8. If no party holds the majority in the Council of Representatives and/or Senate, then bigger parties can form a coalition with smaller parties to hold the majority, or only as a last resort, power can be shared between the biggest parties.

Rights and Freedoms:

1. Every citizen and resident of Ursalia has the following fundamental freedoms:
   1. Freedom of conscience and religion 
   2. Freedom of thought, belief, opinion, and expression
   3. Freedom of peaceful assembly
   4. Freedom of association
2. Every citizen of Ursalia has the democratic right to vote in an election for president, council, or senate and to be qualified for membership therein.
3. Every citizen and resident of Ursalia has the following mobility rights:
   1. The right to enter, remain in, or leave Ursalia.
   2. To move and take up residence in any department; and
   3. to pursue the gaining of a livelihood in any department.
4. Every citizen and resident of Ursalia has the right to life, liberty, the pursuit of happiness, and the security of the person.
5. Every citizen and resident of Ursalia has the right to be secure against unreasonable search or seizure.
6. Every citizen and resident of Ursalia has the right to not be arbitrarily detained or imprisoned.
7. Every citizen and resident of Ursalia has the right on arrest or detention
   1. to be informed promptly of the reasons therefor;
   2. to retain and instruct counsel without delay and to be informed of that right; and
   3. to have the validity of the detention to be determined by way of habeas corpus and to be released if the detention is not lawful.
8. Every citizen and resident of Ursalia has the right to not be subjected to any torture as treatment or punishment.
9. Every individual is equal before and under the law and has the right to the equal protection and equal benefit of the law without discrimination and, in particular, without discrimination based on race, national or ethnic origin, colour, religion, gender, age or mental or physical disability.
10. The official languages of Ursalia are Cree, English, French, Inuktitut, and Ojibwe.

Enforcement

1. The president, congress, and supreme court will ensure adherence to constitutional law and will punish violations against it.
2. The constitution is the highest law of the people, unchallengeable and absolute in authority.
