If I inactive raid yoou and peace is first thing you do when you log in, probably will give it usually. If you don't try to fight me and only send after we both know I'm going to win; then I might feel more invested in it and not.So I type inactive raid as reason and person becomes active; then usually means I'm open to peacing if they want peace when they become active. (If I'm countered, then obviously that war also comes into consieration. Where depends if both wars are worth pseacing and want to.) Doesn't mean I wont peace wars people have fought, but I'm more ilkelely to peace in cases where I know I'll win if I don't have damage to recoup; but ihat is a consideration while fighting.) Not always to my advantage everything is peaced out which I'm willing ot peace; if peace is sent. So better to be vague on that sometimes.
Also offering peeace doesn't mean more than I'm open to it in the moment and offering. Doesn't mean I don't think I can still come out ahead or win, just means in the moment felt it was worth offering that. (How I view it is even if I can't win all my current wars, I'll still come out ahead all of them finishing out to the end. I don't die at some point.)
Way I see it is if nthing is peaced, only the EH nation might beige me. Not a big deal. (Countering without asking me to peace, leaves me to assume in most cases those I'm fighting probably want to finish the round; operate on that assumption, even if sometimes I might offer peace.
