The People shall directly elect both the Federal Chancellor and the Vice Chancellor. The Federal President shall be appointed by the Federal Chancellor to serve as the second-in-command of the civilian federal government and the United Earth Military, subject to confirmation by the United Earth Senate.

The Joint Command Staff (JCS)

The Joint Command Staff of the United Earth Federation is the highest strategic and operational authority within the United Earth Military, composed of senior flag officers from each service branch, including the United Earth Federal Army, United Earth Federal Navy, United Earth Airforce, United Earth Aerospace Command, United Earth Marine Forces, United Earth Joint Special Operations Command, and United Earth Cyber Defense Corps. Chaired by the Supreme Commander of the Joint Command Staff, a seven-star officer, Command-General or Command-Admiral, the body serves as the principal military advisory council to the Federal Chancellor, Federal President, The Internal Security Council (ISC), and the National Security Council (NSC). In peacetime, the Staff is responsible for overseeing military doctrine development, force modernization, readiness assessments, and multinational defense cooperation. During wartime or national emergencies, the Joint Command Staff coordinates unified command operations, strategic deployment of forces, and inter-service logistics to ensure swift and effective responses. It also plays a critical role in intelligence integration, war planning, and advising on the use of force in accordance with both planetary directives and interplanetary law.
