The Helios meteor shower wasn't what it seemed...

After the announcement that Haruto Taji of the Japanese Isles would be seeking refuge in Luna due to the events in their nation, a strange meteor shower was observed in Helios. The meteorites were completely unexpected and highly damaging to the city when they exploded upon impact.

While meteorologists were highly confused by the phenomenon, claiming that it was unusual both in being undetected and the combustion of the meteorites, recent information gathered by the Devlin Republic of RoDevs revealed that the supposed meteor shower was not actually a natural phenomenon as it seemed at first.

It was an attack on Luna by the Japanese Isles, presumably in order to find the former leader in hiding.

After this was discovered, Luna's Parliament met for an emergency session to discuss the threat and the plan of action.

The Parliament unanimously voted to avoid any attacks on the aggressor due to the massive catastrophe that was the last global war, but citizens of coastal cities have been warned of a potential impending crisis if attacks continue and asked to have an evacuation plan ready in case it becomes necessary.

I would, but we really, really don't want another global war only days after the first one ended. Also, the former leaders are returning to the Japanese Isles to restore peace in the nation.
