Proposal for Committee to form Orbis UNESCO

follow on from "Soft Power"

I propose the creation of a Committee for Orbis Nations UNESCO sites and a Heritage List.

In making this proposal I also put forward the creation of a World Fair/Expo where nations exhibit their greatest Cultural or Scientific achievement.

The 'Soft Power' Orbis Nations UNESCO World Heritage Site List can be a chance for nations to nominate sites in their nation they feel are of world significance and worthy of protection on behalf of the world community.

Too much time and effort and waste of expenditure is spent in negativity and bad news. This is a chance for nations to show off their best that is NOT a military parade.

World Heritage

Heritage is our legacy from the past, what we live with today, and what we pass on to future generations. Our cultural and natural heritage are both irreplaceable sources of life and inspiration.

The United Nations Educational, Scientific and Cultural Organization (UNESCO) seeks to encourage the identification, protection and preservation of cultural and natural heritage around the world considered to be of outstanding value to humanity. This is embodied in an international treaty called the Convention concerning the Protection of the World Cultural and Natural Heritage, adopted by UNESCO in 1972.

What makes the concept of World Heritage exceptional is its universal application. World Heritage sites belong to all the peoples of the world, irrespective of the territory on which they are located.

Encourage countries to sign the World Heritage Convention and to ensure the protection of their natural and cultural heritage;

Encourage States Parties to the Convention to nominate sites within their national territory for inclusion on the World Heritage List;

Encourage States Parties to establish management plans and set up reporting systems on the state of conservation of their World Heritage sites;

Help States Parties safeguard World Heritage properties by providing technical assistance and professional training;

Provide emergency assistance for World Heritage sites in immediate danger;

Support States Parties' public awareness-building activities for World Heritage conservation;

Encourage participation of the local population in the preservation of their cultural and natural heritage;

Encourage international cooperation in the conservation of our world's cultural and natural heritage.

do you not have any sites in your nation worthy of being a showcase to the world? a park?, a river? a forest?, a desert?, a temple or a shrine? a building?, a museum or educational institution? ancient art? indigenous peoples?

has Communist Britian some list of its sites for consideration to put forward or would like to ratify the Convention and sit on the Committee? (Perhaps nomination of Karl Marx's London residence?)

Karl Marx settled in London in 1849 and remained in the city until his death in 1883. He is commemorated with a blue plaque at 28 Dean Street in Soho, where he worked on the first volume of Das Kapital.

I like the idea
for context, my nation is an union of the past nations of Burma (not using myanmar for a reason), Bhutan, Bangladesh and the states of West Bengal, Bihar, Northeastern India and the states of Chumphon, Ranong, Surat Thani, Phang Nga, Phuket, Krabi, Nakhon Si Thammarat and half of Prachuap Kiri Khan in Thailand. does the Chittagong state have any World Heritage sites or sites it wishes to be considered. Do you wish to ratify the convention and seek membership on the Committee?

As of 2022, there are three World Heritage Sites in Bangladesh, and a further five on the tentative list. The first two sites listed were the Mosque City of Bagerhat and the Ruins of the Buddhist Vihara at Paharpur, in 1985. Both sites are cultural. The most recent site, the Sundarbans, was listed in 1997, and is a natural site

As of 2022, Myanmar has two sites on the list: Pyu Ancient Cities were listed in 2014 and Bagan in 2019. Both sites are cultural. In addition, Myanmar has 15 sites on its tentative list.

although yes, our nation isn't just Bangladesh as I mentioned above
some of the other heritage sites that I would like to mention of is the city of Karna Subarna, once the capital of the ancient gauda empire
The city of murshidabad which was the capital of the Bengal Subah and has many historic sites and the Darjeeling Himalayan Railway in Western Bengal
The Shwedagon Pagoda in Rangoon, the city of Mrauk U, Wooden statues of Konbaung period Badah lin in Burma
Daojali Hading, a Neolithic site, Kamakhya Temple and the Majuli Island, the largest river island of the world in Assam
the Bodh Gaya at Bihar
the Kanchenjunga in Sikkim
and the Dzongs in Bhutan

Nomination process

1 Tentative List

The first step a country must take is to make an ‘inventory' of its important natural and cultural heritage sites located within its boundaries. This ‘inventory' is known as the Tentative List, and provides a forecast of the properties that a State Party may decide to submit for inscription in the next five to ten years and which may be updated at any time. It is an important step since the World Heritage Committee cannot consider a nomination for inscription on the World Heritage List unless the property has already been included on the State Party's Tentative List.

2 The Nomination File

By preparing a Tentative List and selecting sites from it, a State Party can plan when to present a nomination file. The World Heritage Centre offers advice and assistance to the State Party in preparing this file, which needs to be as exhaustive as possible, making sure the necessary documentation and maps are included. The nomination is submitted to the World Heritage Centre for review and to check it is complete. Once a nomination file is complete the World Heritage Centre sends it to the appropriate Advisory Bodies for evaluation.

The Criteria for Selection

To be included on the World Heritage List, sites must be of outstanding universal value and meet at least one out of ten selection criteria. These criteria are explained in the Operational Guidelines for the Implementation of the World Heritage Convention which, besides the text of the Convention, is the main working tool on World Heritage. The criteria are regularly revised by the Committee to reflect the evolution of the World Heritage concept itself.

Until the end of 2004, World Heritage sites were selected on the basis of six cultural and four natural criteria. With the adoption of the revised Operational Guidelines, only one set of ten criteria exists.

your list is extensive and displays the rich cultural heritage of your nation. You should consider ratifying the convention and perhaps seek membership of the Committee. Perhaps you can do a bulletin on one of your sites and how it meets the  criterio for World Heritage Listing and why it is important to your nation
