The Slavic Federation

The Slavic Federation 

Composed of the Neo-Russian Empire, the Serdosian Empire, the 4th Polish Republic, the Ukrainian Republic, the Russian Provisional States and the Tsardom of Belarus, the Slavic Federation, or the Slavic Union, has been established and all Slavic majorities shall reign under one banner! With the fall of the imperial Soviet Federation, all nations in Eastern Europe have seen it fit and safe to unite, fostering peace in a place once shrouded in tension and warmongering. Far too long have the Slavic people suffered under the hands of Soviets, and their day of retribution has come and an era of Slavic prosperity has come!

The Slavic Federation is a legislative, economic and militaristic unionship of 6 nations and 3 continents spanning a population of 671,303,078 and a land area of 28,414,671 square kilometres (OOC: very rough numbers, could be more or less). An attack on one nation of the union, is an attack on all members of the union, and one member attacking another nation, is the whole union attacking. The union is set to be a democracy, with size not mattering on each voice of the nation. All opinions matter. 

The Slavic constitution 

Preamble:

We, the people of the Tsardom of Belarus, the 4th Polish Republic, the Neo-Russian Empire, the Russian Provisional states and the Ukrainian Republic united in a common desire to promote peace, prosperity and mutual cooperation among each nation, do hereby establish this constitution to the Slavic Union, recognising the sovereignty and the dignity of each respected nation.   

Article I: Name and territory

i) The name of the union shall be the Slavic Federation, the Slavic Union or the Slavic Commonwealth
ii) The territory shall encompass the sovereign land of the Tsardom of Belarus, the 4th Polish Republic, the Russian Empire, the Serdosian Empire, the RPS and the Ukrainian Republic 

Article II: Principles and Objectives

i) The Slavic Union should be found on the principles of democracy, united growth, and respect for each nation sovereignty 
ii) The objectives of the Slavic union
A. Promoting economic cooperation and development between all nation

B. Ensuring protection and national security of all member states thru mutual cooperation and defensive measures
C. Fostering cultural exchange and cooperation to preserve and promote Slavic heritage
D. Facilitating peaceful resolutions to disputes that may arise from member states
E. Promoting sustainable development and environmental protection within each member state

Article III: Structure of leadership

i) The Slavic Union shall consist of 3 unified branches of government. These being Parliament, the military council, and the Ministry of the economy 

ii)The Parliament shall be a unified force in which politicians, head-of-states, or other parliamentarians from each respected member state vote for laws that are set to be issued and enforced in all member nations. 
A.The parliament shall be split into 2 branches, senate and the house of representatives. 
B. The Senate shall represent the interests of the member states, each having equal representation
C. The House of Representatives shall be voted on by the civilians of each member state thru a proportional representation system.  
iii) The military council, often called the Stavka or the Hall of Swords, is the united force in which high ranking military leaders from all member nations make war plans, discuss potential problems, issue sanctions of nations, etc. It has no head, however a mediator is put in place to ease the situation. 
iiii) The Ministry of economy is a united government force which is set to help each Union state to prosper economically 

Article IV: Council of Leaders, “Sovet liderov”

i) The Council of Leaders, CoL or the Sovet liderov, shall serve as the highest branch of command in the Union. 
ii) Each member state will pick or vote on their own council leader

iii) The council leaders are NOT allowed to be heads-of-state
iiii) These councils will hold meetings and discuss problems each head-of-state has. They will also vote in laws in Parliament

iiiii) Each counsellor shall pick 1 secretary-General who will run the day-to-say operations of the union

Article V: Judicial system 

i) The Judiciary shall be an independent force and will split into the Supreme Court and the Lower court.

ii) The Supreme Court will have the power to interpret the constitution and adjustage disputes between member states
iii) The lower court will overlook parliament
iiii) Justices of the Supreme court will be chosen by COLs and approved by the Parliament

Article VI: Rights and freedom

i) Each people of each nation shall have basic human rights

ii) All member states shall strive to protect human rights 

iii) The judiciary will overlook each nations protection of human rights
