I don't get it, if no player exists for korean republic, then why should we recognise them? they are effectively your vassal state if you are the one who is trying to create them.

I will attend it and vote not to recognize them. Or maybe I should say it because it isn't even a player and they can't make their own decisions so it's basically a vassal state of you.
Now if a player was actually controlling this country, I would recognize them 100%. Because they are capable of making their own decisions not decided by somebody else. But currently that is not the case so I will not recognize it.
You say it declared independence from Guoryou on their own, But you are the one who made the bulletin for that so effectively you decided for them to exist in the first place. There is no player for Korean Republic so it cannot make it's own decisions.
