Changes to Certain State Laws

After some very kind point-outs by the Empire of the Fallen Moon, aka Nova Mundus, regarding some laws of the Trotskyist Democracy ascertaining to certain rights and liberties, Rimskaya was quick to update the aforementioned policies:

-Marriage and Relationship rights are not extended passed what Rimskaya deems "human".

-Full rights to races have been clarified as having to be human-based (although furries are technically originally human, we don't view them as such anymore, and doubt anyone does.)

-Furrism is still considered against the law in Rimskaya, because the purging of humans quite obviously places it under the "violent and destructive" part of the law.

Another change was the formal removal of our policy of offensive neutrality, which was repealed some time ago. A thank you to Fallen Moon for bringing up these loopholes so we could correct them.
