Caldo shares its name with a goat country lost during the Teleportation. Something - divine caprice (so to speak), natural phenomena, nobody now could say - dragged thousands of goats from their homes and deposited them in this universe, the mess of strange countries seemingly from many different worlds meshed together on one planet called Orbis. Caldo had mechanical industries (dieselpunk) but no electricity then, but trade with human polities brought electricity into their purview.
Caldo struggled along through the 1980s into the 2000s in the Light Federation, a now-defunct alliance of mostly liberal polities. After a peaceful stint in Charming Friends, it has found proper economic and political support in the Revolutionary Front.

This caused friction with foreign agencies as early Caldo sought industrial equipment and technical expertise abroad, who were generally capitalists, and internal tensions as the country was pressured to bring marketable commodities to international buyers and to make concessions with foreign capital in exchange for developmental assistance. Foreign interaction also brought the concept of "the nation" and Marxian political economic theory, and where previously it hadn't been the case, increasingly the concept of a "Caldo identity" began to take shape and Caldo politicians began to articulate themselves within an anarchist Marxian framework.|
Businesses are prohibited from claiming ownership of land or buildings in Caldo since the deestablishment of the Special Economic Zones and end of the Next Step program in the 1990s where new anarchist industrial organizers were trained under the capitalist managers in exchange for benefits from the regional committees. When the program came to an end, the capitalists were expelled from their industries and their lands made public, though it would be several years longer before foreign capital could be fully erased from the landscape.
