Welcome to the Gravel Pits. There is no law, but good luck stealing or trespassing--everyone's armed to the teeth. Living in a desert full of raiders, bandits, and mercenary armies does that to people. If you're wanting for work, join the raiders or work in a gravel quarry. There's hardly anything better to do, other than drinking snake moonshine and gambling at the casinos in New Phoenix.
Once the bombs hit, the USA in its entirety was annihilated. The Gravel Pits are a lawless strip of land (mostly) untouched by nuclear armageddon located in what used to be Arizona. The natural resources the land used to have were mined away, and now the only export is gravel from quarrying, and the scrap that raider parties strip from nearby nations. The only water is either in small aquifers, or in rivers used by the large mining companies, so they by default control most of the land. Groups of people often join up to steal water, many of whom are either bandits or have mercenary experience. The precious liquid has become a default currency, except for in New Phoenix, a glittering hub of commerce and technology lived in by the upper echelons of society, whether they be water barons, scrap salesmen, or bigwig mining executives.
It may seem like hell, but it's truly the last free place on earth. People can homestead, have their own businesses, trade, own guns, and are free to do whatever they want to their bodies without interference from any government. Plus there are no taxes, which is always nice.
