We, the citizens of the United Democratic States, in recognition of the paramount importance of informed governance and collective well-being, hereby establish this Constitution. We are committed to ensuring that the governance of our nation is carried out by those who have demonstrated the greatest understanding of our society’s needs and functions. We seek a government that is both participatory and informed, where all citizens have the opportunity to contribute to the welfare of the nation through a system that encourages responsible and knowledgeable leadership.
Article I: The Structure of Government
The government of the United Democratic State shall consist of three branches: the Legislative Branch, the Executive Branch, and the Judiciary Branch. These branches shall function in accordance with the principles of informed democracy, with a bicameral legislature composed of the General Assembly and the Senate, as well as an Executive Branch led by a chamber of state Governors, and an independent judiciary.
Section 1: The Congress
The Congress shall be bicameral, composed of a General Assembly and a Senate.
General Assembly
1) Composition
The General Assembly shall consist of 1,000 randomly selected citizens, chosen according to the eligibility criteria defined below.
2) Eligibility
a. Must be at least 26 years old.
b. Must be a citizen of the United Democratic States
c. Must have attained Tier 2 voter status, as determined by the Informed Plural Voting System.
d. Can serve a 2-year term, with no more than 3 non-consecutive term.
3) Powers and Duties
a. The General Assembly has the sole authority to create, alter, amend, or otherwise change statutory laws.
b. The General Assembly has the responsibility to set federal budget deficit limits annually, based on requests from the Executive.
c. The General Assembly has final authority on funding requirements, including those related to laws, national defense, and warfare.
d. Laws can originate in either the General Assembly or the Senate, but must pass both chambers before proceeding.
