State of the Fire Department of New York City (FDNY)

The year is 2020, yet things are quite different than our 2020. Coronavirus Disease 2019 has spread to many nations already and shows significant evidence of increasing infection rates. In New York City, social gatherings and community events have led to several superspreading events and rapidly increased the spread of the disease in the city and surrounding area. Public awareness is still being raised to help combat the disease with advisory measures of social distancing and usage of mask face-covering being made to the public.

By December of 2020, superspreading events despite such measures continue throughout the city and further more across the country. Cities like Los Angeles, Sacramento, Washington D.C., Birmingham, and other major cities across the continental United States are experiencing rapidly rising reports of new Covid-19 cases. The general public is wary, agitated by the lockdown and isolation measures being in place, and reaching higher and higher levels of panic every week.

The Fire Department of New York City in January 2021 ramped up efforts to raise awareness, provide free facial coverings and Covid-19 tests, and to continue efficient operations despite the pandemic. By this time, New York City has already experienced great unrest due to measures of lockdown and isolation being enforced, and the public has run many local stores dry of basic living supplies such as bottled water and toilet paper. People are becoming increasingly aggressive and competing with one another for supplies, occasionally turning into open hostility.

From January to November 2021, New York City continues to experience prolonged lockdown measures to combat the results of the earlier superspreading events, by this time, the Fire Department of New York City EMS Bureau has become increasingly overloaded in terms of call volume and short staffing issues. Being the frontline Emergency Medical Services for the city, their Emergency Medical Technician Basics & Paramedics are often in direct exposure to patients of the disease and have become increasingly at risk to contract it and thus forced to take leave from their duties.

In December of 2021, civil disobedience towards lockdown procedures and advisory measures reaches a tipping point, civilians are leaving their homes despite warnings to remain indoors and have begun protests against the lockdown order as life gets harder and the shortage of supplies becomes greater. FDNY personnel are subject to increased violence by the aggravated general public whose opinion of emergency services has been greatly soured over the course of the pandemic thus far.

In January of 2022, the previous Chief of Department D. Stanley was outed by the Assistant Chief of Department Aleksandr Yavorskyi for shutting down his attempts to increase the presence of NYPD personnel with FDNY firefighters and EMS on scenes. Assistant Chief of Department Aleksandr Yavorskyi and several members of the chain of command threatened resignation unless he stepped down, which he did a week later. Assistant Chief of Department Aleksandr Yavorskyi would engage with talks with the Commissioner of the FDNY, where Assistant Chief Yavorskyi presented him a formal briefing of his plans to increase the safety of personnel, raise cooperation with law enforcement agencies, rework the budget following recently raised shortcomings and concerns, and to see the department through the pandemic with utmost efficiency.
