Vital Defense System

Vital Defense System is a national project that gives a chance of shooting down enemy Nuclear Weapons. Nuclear Weapons fired on a nation with a Vital Defense System have a 25% chance of being shot down. Vital Defense System reduces the number of non-power plant, non-military improvements destroyed by a nuke by 1.
It costs $40 million, 5k gasoline, 5k munitions, 5k steel and 5k aluminum.
