Production

Steel is produced at a rate of 1 Iron and 1 Coal per 3 Steel. Each Steel Mill uses 0.25 Iron and 0.25 Coal per turn, and produces 0.75 Steel per turn. You can build up to 5 Steel Mills per city.

The Ironworks National Project changes the Steel production rate from 0.75 per turn, to 1.02 per turn. It also increases Iron and Coal consumption relatively.
