Spy Satellite is a national project that increases the effectiveness of spies and espionage. It increases the maximum number of spies recruited per day by 1, increases damages from successful operations by 50%, and decreases the cost of operations by 20%.
It costs $20 million, 10k coal, 10k oil, 10k lead, 10k iron and 10k bauxite.
In order to build Spy Satellite, nations must have Space Program.
