The Legion began with the capture of Edward Sallow and his scholars by the Blackfoot tribe. Sallow, drawing on his knowledge of pre-war military tactics and Roman history, transformed the Blackfoot into a powerful force. 

 

Conquest and Expansion:

Sallow, renaming himself Caesar, led the Blackfoot in conquering other tribes, eventually unifying them under the Legion's banner. His goal was to create a single, unified culture modeled after the Roman Empire. 

 

Ideology and Structure:

The Legion rejects individuality, placing emphasis on collective strength and military prowess. Men are trained as warriors, while women are assigned roles as caregivers, healers, and breeders. Slavery is a core tenet of their society. 

 

Conflict with the NCR:

The Legion's expansionist ambitions put them on a collision course with the NCR, a major power in the West. The conflict over resources, particularly the Hoover Dam.

 

Motivations and Goals:

Caesar believes the Legion's brutal methods are necessary for survival and the creation of a stable, unified society. His ultimate goal is to conquer the NCR and merge its infrastructure with the Legion's military might, creating a new, totalitarian empire.

History: Boravia is a US-backed nation engaging in an invasion of a weaker neighbor under the guise of liberation. The United States supports Boravia's military operations and provides them with weapons and political cover. Boravia was small, Theocratic democracy near Estonia. In 1958, a treasonous nobleman, the so-called "Iron Duke", attempted to take control of the nation, and Vasil, the President, fled the capital. The king's courtiers dragooned a member of the famous Blackhawk Squadron, Hendrickson, into impersonating the missing king. Hendrickson called in this team-mates, and after a violent battle between the loyal and disloyal forces, they overthrew the usurper, restoring the rightful President to power.
