The Kingdom of Havlinar lies far to the northeastern edge of Roshar, beyond the storm-ravaged coasts of Herdaz and past the Shattered Heights. Long thought unreachable due to violent highstorms and mountainous terrain, Havlinar is protected by a natural phenomenon called the Stormveil Cradle — a crescent-shaped cliff wall that breaks the force of the highstorms and channels the wind into the sea. It is said that even the Everstorm rolls gently over Havlinar, whispering rather than roaring.
Its capital, Havliopolis, is a city of dark stone spires built into the cliffs, crowned with windcatchers that hum like chimes during storms.
Havlinar is ruled by a Stormcrowned Monarch, currently King Havlin Vexarin, styled as "Guardian of the Quiet Winds". Though not part of the Alethi highprince system, Havlinar maintains strong diplomatic ties to Alethkar, especially House Kholin. Dalinar Kholin is said to have once trained with Havlinari duelists during his youth.
While nominally a constitutional monarchy, the monarch holds supreme military and spiritual power, guided by a council of Windseers — mystics said to interpret the voices in the storm.
Havlinari culture is deeply rooted in discipline, storm-watching, and oathbinding. Unlike Alethkar’s shardbearer duels, Havlinar practices a martial tradition called The Spiral, a dance-like form of spear combat performed during highstorm approach. Their soldiers wear storm-tempered lacquered armor, designed to hum in wind as a form of intimidation.
A unique Havlinari order, the Bladelit, are elite archers who light their arrows with stormfire (a secret blend of oil and spren-based charge). They are said to have never missed a target within four hundred paces.
Havlinar follows a variant of Vorinism known as The Path of Stillness, which teaches that true strength is found not in motion, but in endurance. Stone spren are revered, believed to anchor the kingdom against the tempests of Odium. Some heretical texts in the region even refer to a Stormfather’s Twin, a local interpretation of the spren said to dwell in the cliffs.
Though distant, Havlinar has pledged informal allegiance to Urithiru and the Knights Radiant, offering grain, granite, and trained engineers to the tower. They remain neutral in most conflicts but are known to harbor refugees and Radiants-in-hiding from other kingdoms.
Rumors suggest the Bondsmiths once visited Havlinar and inscribed glyphwards of protection beneath Havliopolis itself.
