Kox Town is founded by survivors of a previous town known as "Dave's Town" that was led by a notorious mob boss, Dave Turner. Dave and his goon squad would tear through town beating, robbing and sometimes murdering who they pleased. Finally after his friend was killed by one of Dave's henchmen, Richard Hancock set out to raise a militia to avenge his friend and to overthrow the mob boss Dave Turner. After the final battle, Dave was found in his mansion and was soon thrown from his balcony by Richard Hancock. Looking down and seeing that a crowd had gathered, Hancock felt he had to say something to the crowd. He gave what he now considers to be his inaugural address, "Who's down under!?!" With that he became Mayor Hancock, undisputed leader of the newly named Kox Town.
