Italy, officially the Italian State, is a sovereign country composed of 18 regions, 2 special districts and 2 overseas territories. Italy has long been a renowned global center of art, music, literature, cuisine, fashion, science and technology. Italy shares borders with the Fourth French Empire to the west, République Helvétique to the north, Austria to the north, and a maritime border with the UK of Dalmatia and the Sedrosian Empire to the east. It is comprised of the Italian Peninsula to the Alps with numerous islands and two territories in Northern Africa. Italy is a unitary one-party autocracy with its capital in Rome, the country's largest city and main cultural and political center; other major urban areas include Milan, Turin, Genoa, Venice, Florence, Bologna, Naples, Bari, Catania and Palermo.

The Italian State was founded following the nationalist victory in the 2100-2101 civil war, where nationalists and communists struggled for control over Italy following the collapse of the Grand Duchy of Tuscany. Casto Lo Schiavo and his forces backed by France entered Milan and defeated the last communist stronghold and then proclaimed a new state and declared a new government in Rome.

The Italian State operates as a highly centralised and authoritarian regime, structured to concentrate political power in the hands of Casto Lo Schiavo and his party, Unità e Sovranità (UeS). This rigidly hierarchical structure permits little regional autonomy, ensuring that decisions flow exclusively from the top levels of government, with Lo Schiavo holding multiple significant roles to consolidate his control. The UeS dominates every aspect of governance, marginalising any form of political diversity and controlling all levels of power throughout Italy.
 

The Role of Casto Lo Schiavo

Casto Lo Schiavo occupies multiple key roles in the government, effectively embedding his authority across all branches:

1. Il Capo: As Il Capo, Lo Schiavo is the official head of state, holding this role for life and with the authority to name a successor. This position centralises ultimate decision-making power and allows him to enforce ideological conformity across the nation.

2. Prime Minister: Lo Schiavo acts as his own prime minister, directing executive decisions without interference. This dual role allows him to directly supervise the administration of policies and the everyday operations of government.

3. UeS Party Leader: As the head of Unità e Sovranità, Lo Schiavo enforces the party’s hardline conservative ideology throughout Italy. He appoints all major government officials, ensuring loyalty to both himself and the party’s vision.

4. Commander-in-Chief of the Armed Forces: Lo Schiavo’s control over the military allows him to act decisively in matters of national security and international policy. This role reinforces his grip over any potential internal dissent, as he can deploy military resources to handle domestic issues if needed.

5. President of the Senate: By leading the Senate, Lo Schiavo ensures legislative compliance with his policies. The Senate, rather than serving as a body of independent debate, operates as a rubber stamp for the administration’s agenda.

Dominance of Unità e Sovranità (UeS)

The Unità e Sovranità (UeS) is the sole legal political party in Italy, established through a forced merger of the former Italian Nationalist and Conservative Parties from the Grand Duchy of Tuscany. With no other parties allowed, the UeS monopolises political power, holding all parliamentary seats and filling every major governmental position with loyalists. Elections are predetermined, designed solely to reaffirm the UeS’s authority rather than provide citizens with any choice.

The UeS ideology spans a spectrum from center-right conservatism to ultranationalism, allowing room for various degrees of loyalty but not for dissent, although Lo Schiavo is considered in between moderate and extreme. This ideological range within the party aids in consolidating support from different sectors of the population, unifying conservatives under the single-party state without any substantive ideological opposition.

Lack of Regional Autonomy

Italy’s administrative structure under Lo Schiavo is highly centralised. Regional governments are almost entirely ceremonial, with local leaders appointed directly by the central administration and their powers tightly controlled. The Italian State has dismantled any regional or local governing bodies that previously enjoyed autonomy, asserting direct control over municipal and regional matters to ensure the uniform application of policies across the country.

Regions are therefore subject to strict governance from Rome, with no power to implement locally specific policies, even on minor issues. This lack of autonomy has caused frustration in some areas, particularly Sicily and Sardinia where cultural and economic needs often diverge from those of mainland Italy, leading to both passive resistance and active dissent such as the MPS in Sicily (Sicilian: Muvumentu Patria Siciliana) or (Italian: Movimento Patria Siciliana).

Administrative Structure and Decision-Making

The Italian State is managed through a top-down administrative system that enforces compliance with Lo Schiavo’s policies and UeS ideology across all levels of government. Decision-making is centralised within the Executive Council, which includes senior UeS members and a small circle of Lo Schiavo’s most trusted advisors. Policy directions are issued from Rome and relayed through state-controlled communication channels to every municipality, ensuring uniformity.

Judicial and Legislative Oversight

The judiciary is subservient to the executive branch, with courts expected to interpret and enforce the law in ways that align with UeS principles. Judges are appointed based on their loyalty to the regime, and there is no mechanism for judicial independence. The legislative body operates as a formal entity to enact Lo Schiavo’s policy decisions into law, with no role in scrutinising or debating them. Laws are passed swiftly and with minimal procedural resistance, as the UeS dominates all legislative functions.

Social and Cultural Control

Through the Guardia Civil and state-run media, the regime exercises intense control over social and cultural life, enforcing policies that restrict personal freedoms, regulate cultural expression, and promote Italian nationalism. Surveillance, censorship, and propaganda campaigns reinforce the party’s ideology, ensuring that any expressions of dissent are swiftly suppressed.
