The fundamental principles of constituent charter of Caracollo

1. Caracollo constitutes a Republic with a president, also known as "Urbane", and a sole parliament elected by the people.
2. The Republic establishes the legal equality of every citizen, who cannot be stripped of his dignity regardless of race, creed, genus and economic availability.
3. Everyone is required to exercise their rights within the term of the law and to help, according to their availability, the sustenance of the nation and of others.
4. They as a whole population and their leaders will communicate in Interlingua, they will know English and their children will also be taught a language of symbols.
5. Foreign citizens who want to work and raise a family in Caracollo will always be welcome.
6. Every men and women undertakes to protect and expand the landscape, animal and forestry heritage, as well as the artistic one, whether material or immaterial.     
7. The State recognizes spirituality as an important element for the growth of the person, it does not hinder the organization of the believers in clergy, associations and schools, whatever religion they belong to. It also promotes and guarantees harmony between them, opening a channel of dialogue with all the religious leaders in the world uniquely recognized as guides of their faith.
8. The Republic finds in Christianity the code of culture and sociality of the people of Caracollo. All the highest offices of the State and its administration, excluding the members of the Supreme court of justice, undertake to maintain conduct consistent with the teachings of Christ.
9. The Caracollo considers war undesirable and will arm itself only to the extent of deterrent and defense of its borders.
10. The flag adopted by the Republic is decorated with green, yellow and white, within an orange frame with six knobs, and with the cross of St. Herbert.
