Brief History The Federal Republic Of The Oceanic Islands

The Revolutionary War (1775-83), also known as the American Revolution, arose from growing tensions between residents of Great Britain’s 13 North American colonies and the colonial government, which represented the British crown. Skirmishes between British troops and colonial militiamen in Lexington and Concord in April 1775 kicked off the armed conflict, and by the following summer, the rebels were waging a full-scale war for their independence. France entered the American Revolution on the side of the colonists in 1778, turning what had essentially been a civil war into an international conflict.

While the war was at its peak, some rebels with the help of a few British men and women escaped in empty cargo ships at night. This escape was planned by a set of rebels who have found a way into the hearts of some British leaders’ wives and female children. About 14,000 rebels (male and female) and 500 British women, old and young escaped using the waters. After months of sailing in ships, they came across an island and decided to go there in search of food. On getting there, they discovered that the island was uninhabited and it would be a nice place to start from.

However, after a few days of exploring the island, they discovered a group of people living on the Southern part of the island. They were totally away from civilization. The locals who were totally unaware of the existence of migrants all these time chose to revolt against the migrants but were never able to overpower such a large number of people. Communication was a problem as the migrants spoke English while the locals spoke a completely different language known as Slë. After a few months of the awareness of each other. The migrants and locals finally resulted to live in harmony, learn each other languages, accept each other cultures and become one.

Constitution of the Federal Republic of Oceanic Islands
 
In the year 1790, the citizens of the then republic of Slë agreed to adopt democracy and start a federal system of government. They also changed the name of the country to “The Oceanic Islands”
 
Article I: The federal government of the Oceanic Islands shall consist of three arms, in order to ensure checks and balances and combat corruption within any single arm. These arms shall be the Executive, Legislative, and Judiciary.
 
Article II: The Executive Branch shall include a dually elected administration consisting of a President and a Vice President. The administration will be permitted a staff, the minimum size required to perform the duties of the office. Executive power will be granted to the administration and be regulated by the Legislative and Judicial Branches. Executive orders may be issued in the event of an emergency for which time does not permit proper legislation. The appropriateness of these actions will be reviewed as soon as possible by the Legislature. The President and Vice President will be elected in a national election every four years. The administration will be limited to two four-year terms.
 
Article III: The legislative Branch shall consist of a Senate, that will have representatives elected by their respective senatorial districts. Each senatorial district will elect one Senator. A total of 120 senators representing a total of 120 senatorial districts. All legislation will be presented on a single-issue basis (no piggy-backing legislation) and be voted upon by the members of the Senate in an open ballot. Any ties within Senate votes shall be then voted upon by the Vice President. Senators will be elected every four years. Senators will not be limited to two four-year terms, they can continue as long as they are being re-elected by their districts.
 
Article IV: The Judicial Branch shall consist of twenty one Justices who will be nominated by the President and voted upon by the Senate in the same manner as legislation would be. Each justice will serve the nation until the case of their death, retirement, resignation, or unanimous vote of the other Justices and support of that vote by the President.

A summary of the function of the Federal government:

Article V: Each state shall elect a state Governor at an interval to be voted upon by their respective State residents. The function of the State administration shall be; ◦ Establish local governments.
* Issue licenses for marriage, driving, hunting, etc...
* Regulate commerce within the state.
* Conduct elections.
* Ratify amendments.
* Support the public health of the citizens.
* Set laws for legal drinking and smoking ages.
* Create state Constitutions.
 
Article VI: The role of the Federal Government shall be limited to the following tasks;
1. Taxation- Income tax may or may never be levied against citizens. Taxes may include a tariff not to exceed 15% of the value of the imported good. A corporate tax not to exceed 9% may be levied upon and business with 15 or more employees. A federal sales tax, not to exceed 7%, may be levied against all goods purchased in the country and any sales tax levied against an item by a state may not then be taxed again by another state in the case of a move on the part of the owner. No further taxes will be authorized or considered under legislation at the Federal level. Furthermore, all taxes implemented at the state level will be subject to federal review to ensure it is fair and reasonable.
2. National Defense- The Federal Government shall employ a military, consisting of ground, air, naval, missile, and space forces, capable of defending the Oceanic Islands, her citizens, and her allies. What’s more, border protection shall be the responsibility of the Defense Department as well as legal immigration enforcement.
3. Foreign Affairs- Only the Federal Government shall be authorized to enter the Federal Republic of The Oceanic Islands into a treaty or any other agreement with foreign governments or non-governmental organizations. State-level agreements with foreign entities may be authorized upon review by the Federal Government to ensure said agreements will not harm the Nation.

Amendment I- No citizen of the Oceanic Islands may be discriminated against by any entity, public or private, based on race, age, gender, religious beliefs, or physical or mental disabilities.
 
Amendment II- There shall be no limitation implemented by any level of government on freedom of speech. The only exception shall be if the speech in question directly results in the injury or persecution of others. This freedom of speech shall be extended to the press, which shall not be limited, censored, or otherwise regulated by any level of government.
 
Amendment III- No citizen of the Oceanic Islands are granted the right to keep and bear arms. Exceptions may be made if the citizen belongs to any armed force of the Federal Republic or on occasions where they’ve obtained a court permit to own arms. Only members of the armed forces are allowed to keep and bear military-grade arms.
 
Amendment IV- No conscription shall ever be implemented upon citizens of Oceanic Islands. Military service will be fully voluntary and fairly compensated.
 
Amendment V- All citizens accused of a crime shall be granted a fair trial to be decided by a jury of their peers. A public defender shall be provided to those individuals unable to afford a lawyer. This public defender shall make all efforts to represent their client fairly and to the best of their abilities. No defendant shall be required to testify in their own defense, if they are unwilling or unable to do so. Pre-trial jail terms shall be limited to no more than 365 days. If acquitted, the defendant shall be fairly compensated for the time they were incarcerated. This compensation shall be, at minimum, equal to the compensation provided to the defendant by their employer prior to their arrest. Upon conviction no cruel, unusual, or excessive punishment shall be placed upon the convict, including torture, unreasonable prison terms, or overly excessive fines. Capital punishment shall not be permitted even in cases of especially egregious crimes. All convicts are allowed no more than one appeal unless new evidence is discovered and approved by a judge.
 
Amendment VI- All governmental functions not specifically delegated to the Federal Government by Article VI of the Constitution of the Federal Republic of The Oceanic Islands shall be executed at state and local levels.
