Valyria was ruled by its Dragonlords, led by two score rival houses that contested for power. At times the Lords Freeholder elected Archons for temporary leadership.
The Valyrians were more than dragonlords. They practiced blood magic and other dark arts, delving deep into the earth for secrets and twisting the flesh of beasts and men to fashion monstrous and unnatural chimeras. It is believed that for these sins the gods in their wroth struck Valyria down.
The Valyrians' empire, the Valyrian Freehold, first conquered the Old Empire of Ghis to the east across Slaver's Bay, and the Ghiscari colonies in the Basilisk Isles and Sothoryos. Seeking slaves for Valyrian mines, they then conquered and established colonies to the west and north after defeating the Andals and the Rhoynar in Essos.
Valyria and its peninsula were shattered by the Doom of Valyria. The Dragonlord Tiberius Aurion son of Archon Galaemor Aurion declared himself Emperor of Valyria, but he and his host of 180,000 disappeared while trying to reclaim the city and appeared in Orbis in the nuclear ravaged North American continent.
Shortly thereafter subdued the local tribes surrounding post apocalyptic Chicago and adopted the use of modern weaponry and eventually led the gathering host to the abandoned island of Newfoundland and renamed the island New Valyria and established the New Valyrian Freehold and eventually joined the Roman Empire through treaty as a autonomous Imperial Province of Rome with special privileges and rights. |

The city of Valyria was once the greatest sight in the whole world. A city of slender towers sitting above lava channels flowing from the southern volcanoes, dragons were required to fly safely between the buildings. This was the seat of the conclave of the Lords Freeholder, the meeting place of the Valyrian fire mages and the home of the dragonriders. It was a sight to behold, but it was all lost in the Doom. A veritable storm of ash fell on the city out of the sky, killing almost the entire population (human and dragon alike). Valyria was abandoned, but according to some the ash had the unusual effect of also preserving the city at the very moment of its destruction. |

The Imperial Province of Valyria has mixed economy. There is a very large degree of economical freedom, freedom of trade and protection of private property, but largest industries, especially shipbuilding, armament and largest slaver guilds are under control of the State.
Taxation in Valyria is very low, as Imperial Court spending is strictly limited by various provisions and most of spending on various services (health care, education, infrastructure) are under control of local governors. Imperial budget focus especially on military, internal security, judicial system, basic services, higher education and heavy industry all in accordance with Roman Law and the special treaty Valyria has with Rome preserving a special autonomy.
However, there are very large gaps between provinces. Valyrian Homeland and Western Coast are most prosperous provinces with extreme high living standards. Far East is mix of rich provincial grandcities and impoverished villages. |

All male citizens of this Province are required to serve at least 2 years in the Imperial Legions. All male citizens and freedmen are required to register for the draft at 16 and can be called or recalled into service up until the age of 49. Citizen women and freedwomen have the option to serve in non combat roles in the Imperial military. |
