Independence
When a faction in Manchuria first illegally and undemocratically declared independence without the proper legal channels laid out, the Republic of China was hostile to the idea of Manchurian independence due to it's total monarchist ideas around it.
However recently this faction has declared a Republic and has followed democratic reforms and now seeks to go though the proper channels of gaining independence and the Manchurian government seeks a referendum vote for the entire territory of Manchuria to gain independence.
While the situation is. . . i will admit slightly odd with a part of Manchuria already in control by this self proclaimed government i feel as president of the Republic of China it would be imperialistic and un democratic if i did not allow the Manchurian people themselves to decide if they seek independence or not.
That is why China will allow the Manchurian people to have a referendum on independence, I would hope for unity but if the people themselves do not seek to live under the flag of the blue sky and white sun then i wish them happiness under a flag to call their own.
I as president would also be a total hypocrite to recognize the Republic of Texas but refuse to allow Manchuria the right to leave if it so wants to.
As i have said in the past before “If your not allowed to leave then you are not free”
_Chang Huang president of the Republic of China

If after the plebiscite there is any attempt for revolution against the Republic of China, I am prepared to deploy the entirety of my military to subdue the enemy.
