Atencio's message to the population.

"Fellow citizens of Peru-Bolivia. Recently, an event happened which could disrupt world order as we know it. Scientists are not expecting fallout to reach South America, but this event destabilizes many things and could also cause an economic crash which could send our glorious nation into a pit for years. But this is not the end. Together, we will prevail. Me and various leaders in La Plata have been working on a solution in case of a dire emergency. But as of right now, I am declaring this;"
