Declaration to the world

People of the world, my name is Joachim Weber.
This is a matter of personal importance to me. 
As the world devolved into chaos, hooliganism and insanity, Niigata stands as a beacon of refuge for those who try to flee the carnage your governments have bestowed upon them.
In a matter that makes any sane person lose all respect for those who are supposed to serve their people, you lot made death a regularity once more. 
We, the reasonable folk, have to watch your senseless slaughter over petty squabbles over and over until the last man standing goes insane. 
The pictures your foolishness has provided to the world are harrowing and everyone would benefit if your governments and your actions of this time were entirely forgotten.
Unfortunately, such a thing cannot happen. You have destroyed countless families, burned millions of memories and killed more people than some of the countries fighting have had.
In a world like this where nobody is safe, refuge is not easily found. Even here in Japan Niigata has fallen victim to this, and I excuse my language here, war of those with an intellect barely surpassing a brick. This is why we request 3 simple things.

1. We request that Niigata be respected as a sanctuary by all sides, to be protected from bombardment and compensated for damages lost. We are to be treated as a neutral zone.
2. We request similar international zones be set up in the ports of Seattle and Magadan as to provide easier protection for the two most affected people of the war, the Russians and their minorities and the American Volk. 
3. We request that these zones be put under our close watch. No external government interference and no infiltration to pick out your political enemies. Refugees are refugees. 

While we may not have any way to force those requests to be met, we have the strong belief that some part of your corrupted governments have the heart to allow your people to remain safe and sound. In this spirit we have set up similar institutions on Palau and the Caroline isles. It may not be a good or permanent solution but it is a solution. 
In the spirit of humanitarianism we also request to lease the Virgin isles from the Victorian Administration of the Caribbean for the duration of this crisis.
