With the beginning of a new century French population growth grew to 4.9%. A significantly large one seeing that French Population growth was already big before. 

Reasons:

1st. Reentrence effect: through the emerging of France people want to take part in this procedure by enlarging their family. They want to "make France ready for Glory"

2nd. Significantly easier caretaking: having many children can be quite hard. But through edicts enlarging Family became much easier and administration too.

3rd. Heavy construction efforts to bring more space to live in (self explanatory)

4th. New Century Glory: Bringing birth to children is connected to luck in a potential afterlife and the new century works as a start to do so for many

Through these Effekts French population is rising which also made Scientists want to figure out what population France will have in 2110: (with all colonies)
