I’ve been asked about when this will be coming out for a little while now; I’ve primarily focused on the nations who are currently active in bulletins as opposed to those who were major players in RP in 2079 when I made the first one. I'm sure I missed people, though, so please let me know if I did.
I was inspired by Dauchh Palki on this one: I’ve also calculated the average Orbis livability score to see how it compares to how it was in 2079 (all nations are counted, regardless of whether or not they were included in the 2079 O.L.I., but this is simply taking the average). The results show a decrease of 7.763in average Orbis livability scores, meaning that Orbis is less livableas compared to how it was in 2079 -- a decrease was expected due to the Collapse, but the extent of this decrease potentially shows other factors at hand as well.

2081 Average Livability Score: 33.2 | 15 nations (more to come; averages will be recalculated)
The scores for categories 1 and 2 (environmental and economic categories) were based on both looking at cities and national statistics (for pollution rates, nukes eaten, commerce and resource production levels, etc.) and at governmental policies in terms of pollution and alternate energy sources, economic policies and recent events such as the Collapse or other events that could affect these categories. Categories 3-5 were based on bulletins and communications from each nation.

If I marked something as unclear, please clarify and I can change your score. I'll be updating the average every few days/whenever I add a lot of nations, just to ensure that it's accurate.

Guoryou's kind of right (except for saying that 10% disease is good, that is absolutely terrible...). This is heavily weighted from a persepective of Luna. Moristan is a dictatorship. Our citizens still have rights. They still lead prosperous lives full of purpose. The only difference that you can find between us and a functional democracy is the lack of inefficiency. A benevolent dictator can do things much faster and more precisely than a democracy; the only problem is keeping the dictator benevolent (which isn't a problem in Orbis). All of our definition of war crimes and/or crimes agaisnt humanity will inevitably be different. We don't consider executing murderers wrong; in fact, if convicted with a felony in Moristan, the only way not to get executed is if there isn't a blade in the city. Undoubtedly Luna considers this morally dubious but penning people up in a room for the rest of their miserable lives is a loss for both the felons and the state.
Besides, what is considered 'freedom'?
Is the right to use drugs freedom?
Is the right to bear arms freedom?
Is the right to arson freedom?
Is the right to homicide freedom?
Is anarchy freedom?
I think not. Freedom is subjective and varies by cultural norms. I am unfamiliar with how Luna treats substance abuse, but in Moristan it is a felony. In yet other places it is legal. Does that mean that a country with substance abusers running around everywhere is more free than one that cracks down on them? I don't know what objective metrics if any can be used to compute a number for freedom in the context of livability.
(To be clear, this does not reflect my personal values. I don't believe chopping someone's head off because they tried to counterfeit money is right. I am only bringing up some potential fallacies in the methods used to determine some of these numbers.)
I suppose any metric would be somewhat biased, but I've been trying to make it less biased if someone points out an error — I corrected R.M.R.'s score when he pointed out how biased it was, and I'll also correct Guoryou's score, though I would say that a dictatorship inherently results in less freedom, as the people do not have as many opportunities for input into the government and therefore cannot really have the same level of political power as they would in a democracy.

Some dictatorships are arguably freer than their 'democratic' counterparts. In a dictatorship you as an individual can rise the ranks; if you're in a democracy and in a group with little political power, there is almost nothing you can do.
It also depends on the specific dictatorship and specific democracy; for example, Luna's citizens have a lot of political power, just based on our political structure.
Also, Guoryou, I can't update it to anything above a 5/10 since I can't seem to find specific information on your citizens' levels of freedom.
The last bulletin I could find about your nation information (although this was when you had ten cities, so old info; I suck at digging out information so I apologize for the likely outdated statistics) gives the Democratic Party controlling 2/2 executive positions and 14/20 Parliamentiary positions. That's higher than the control the CCP has over the National People's Congress Standing Committee. Wouldn't exactly call China a free country. If your Parliament needs 2/3 votes to pass a bill, the Democratic Party alone could pass it. Not every citizen is going to be part of the DP and so those who aren't would not weild as much influence as those who are. I doubt the 3/20 conservatives are able to pass much at all, and yet there are likely many citizens in the party.
I definitely need to update that, it’s really old information that isn’t true anymore; we’ve been making some efforts to make the government more fair towards certain groups, but the Conservative Party is significantly smaller than the Democratic Party and almost always has been that way, so there is definitely a difference in the number of seats to represent the population, just not a 14-3 gap anymore.
Unfortunately no government can be perfectly fair (its mathematically impossible as well, but that's different...)
