Fallout Shelter

Fallout Shelter is a national project that reduces the effects of nuclear weapons by decreasing the damage to infrastructure by 10%, fallout length by 25%, and caps the radiation effect on food production at 90%. This allows a minimum of 10% food production at all times.
It costs $25 million, 100k food, 10k lead, 10k steel and 15k aluminum.
Before Fallout Shelter can be built, nations must have Research and Development Center and Clinical Research Center.
