The Socialist Constitution of and for the Peoples' Democratic United Supranational Soviet Socialist Republic

Preamble: Our Socialist Constitution

     The Great Socialist January Revolution brought progress to our great land. Under the wise leadership banner of our young Communist Party; united were the workers, peasants, and intellectuals from all of the peoples of the land. The following text shall be the fundamental law of our country. Long live the working class! Long live the brave peoples of the Revolution! Long live the Party! Long live labour! Long live our great struggle against exploitation! Long live Communism!

Section I: The Basic Form of the State

Article 1: The state is and shall be referred to as the Peoples' Democratic United Supranational Soviet Socialist Republic (PDUSSSR).

Article 2: The state is and shall be Socialist, Atheist, Progressive, non-aggressive (unless provoked), inclusive and equally providing for all peoples, internationalist; egalitarian and fair on behalf of everyone regardless of their respective sexes, genders, social statuses, or racial/ethnic backgrounds; and of & for the satisfaction of the interests of the working classes of: the industrial, urban Proletariat and the agricultural, rural Peasantry.

Article 3: The state is and shall be directed and controlled by its Communist Party, in accordance with the Marxist-Leninist principle of Vanguardism.

Article 4: The nature and ideological identity/basis of the state is and shall be Marxist-Leninist, anti-Revisionist, and Proletarian Internationalist; the authenticity of this character of the state shall be ensured by the vanguard Communist Party, in accordance with Article 3 of this Constitution.

Article 5: The state is and shall be operated & governed through the Marxist-Leninist principle of the Dictatorship of the Proletariat.

Section II: The Structure of the Economy

Article 6: All Means of Production are and shall be managed and internally governed by their respective labourers (via Workers' Soviets); with formal ownership, oversight and protection coming from the state (including the creation of 5-Year-Plans by the Supreme Economic Planning Council, see Article 14 of this Constitution).

Article 7: The state is and shall be tasked with protecting the fundamental rights and liberties of all labourers.

These fundamental rights and liberties shall include the following:

• The right and liberty to unionize;
• The right and liberty to exercise, to the greatest extent possible, the right given to them by Article 6 of this Constitution.
• The right and liberty to work in a safe, hygienic, and healthy environment; as well as to have the workplace conditions for the fulfilment of this right and liberty be created and protected in every Mean of Production throughout the country by the state.
• The right and liberty to enjoy the 8-hour workday, unless the contrary is deemed necessary (in certain extreme cases, such as to contribute to a war effort or post-natural disaster emergency labour necessity situation)

Article 8: The state is and shall be a welfare state, most notably in sectors such as education and healthcare; all of which are and shall be high-quality and easy to access.

Section III: The Rights and Duties of Citizens

Article 9: Each and every able-minded citizen shall have the right and duty to receiving an education.

Article 10: Each and every able-bodied and able-minded citizen over the age of 18 shall choose between military and community service.

Article 11: Each and every citizen shall uphold Communism, and participate in the progress on the road to achieve it. This includes and shall include the upholding and protection of the state and of the Communist Party.

Article 12: Each and every able-minded citizen over the age of 16 shall participate in elections.

Section IV: The Structure of the State

Article 13: The Supreme Organ of State Power is and shall be the Supreme Soviet; which shall directly be elected by the populace, in accordance with Article 12 of this Constitution.

Article 14: The Supreme Soviet shall elect (details given in Articles 24 and 26 of this Constitution);

• the Council of State (the Chairperson of which is to be the head of government),
• the Constitutional Court,
• the Supreme Economic Planning Council,
• and the Presidium (it is to be the collective head of state, with its Chairperson primus inter pares)

Section V: Peace, War, and the Military

Article 15: The state shall maintain an Armed Forces, but shall not perform aggression without reasonable cause.

Article 16: The Party commands the gun.

Article 17: Mass, sudden conscription is and shall be illegal; unless there is an active military emergency.

Section VI: Religion and the State

Article 18: The state is and shall be strictly Atheist; and is to never recognize, support, provide for etc. any other religion or religious institution.

Article 19: Each and every citizen has the inalienable right to follow any religion in a non-reactionary manner.

Article 20: Each and every reactionary belief masked under religious freedom is and shall be strictly illegal and actively prohibited by the government from being carried and/or spread.

Article 21: Each and every type and level of education is to be and promote (State) Atheism.

Section VII: The Legislative Process

Article 22: The sole legislative organ of the state is and shall be the Supreme Soviet.

Article 23: The Supreme Soviet is to be made up of three legislative chambers;

• the Chamber of Labour; elected by the Workers' Soviets of all Means of Production, which shall be grouped into Electoral Labour Districts. These shall send (labourer-population-based) members to the Chamber of Labour, elected every 2 years via annual joint session of all the Workers' Soviets in their respective Electoral Labour Districts.
• the Chamber of Peoples; elected every 4 years by the populace as a whole, with seats allocated by nationality. This shall be for the sake of equal representation for all Peoples of the country. Each nation shall be given and equal amount of seats.
• the Chamber of Experts; which shall have its member-candidates, experts from every field (see Article 24 of this Constitution), nominated and elected by the Central Committee of the Congress of the Communist Party; to then be approved by the two other legislative chambers separately via absolute majority. The term limit of the Chamber of Experts shall be 6 years.

Article 24: The individual rights and duties of each legislative chamber are and shall be as follows:

• the Chamber of Labour shall elect the Supreme Economic Planning Council, co-approve the 5-Year-Plans it creates, and have the right to veto any Councillor-elect or Councillors already elected by the Chamber of Experts (via 3/5 of the total member count);
• the Chamber of Peoples shall organize cultural events and each national representative group in it shall have the ability to veto government decisions they deem discriminatory via consensus;
• the Chamber of Experts, structured by different areas of expertise, shall elect and hold accountable their respective Councillors of the Council of State. They shall also co-approve the 5-Year-Plans.

Article 25: Bills may be introduced by any member of the Supreme Soviet, directly into their respective Chamber. The bill shall then be sent to the other two assemblies [they may amend or outright reject the bill, though total rejection would require 3/5s of the total member count of the chamber doing the rejection; unless the rejecting chamber is rejecting a bill which they deem directly violates the rights of the groups they represent (labourers for the Chamber of Labour, peoples for the Chamber of Peoples; the Chamber of Experts does not have this right)]. When all three Chambers internally approve their preferred versions of the bill;

1. It gets discussed in a joint session of the three chambers until (not needed if the three chambers already support the same version of the bill);
   1. a majority of the members in each chamber agree on the bill's final form
   2. 60 days of discussion passes without an agreement, in which case;
      • the Presidium sends the bill for reconsideration in each chamber (can only be done one)
      • the Presidium declares the bill defunct.
2. It gets voted on in each chamber for a final time
3. The Presidium signs the bill into law.

Article 26: The collective duties of the chambers are and shall be;

• electing the Presidium (nomination of candidates via joint session, approval by each chamber needed)
• electing the Constitutional Court (nomination of candidates via joint session, approval by each chamber needed)

Article 27: The quorum of each chamber of the Supreme Soviet is and shall be 3/5.

Article 28: Constitutional Amendments follow the same path as ordinary bills outlined in Article 25 of this Constitution, except every vote mentioned in the process (except the one needed for the rejection of the proposal by one of the chambers, that stays the same) shall require the supermajority of 2/3.
