The Parliament is divided into two chambers, a lower delegation and an upper delegation. The Executive Branch will consist of 2 Grand seats, The Prime Consulate and 2nd Consulate.

The lower delegation is made up of  the House of Charters.  It consists of 320 delegates elected by the people.  
The House of Charters will choose the Prime Consulate, determined by a threshold vote of 60 percent.  
The House of Charters will be where bills start.  The delegates will vote yay or nay on said bills.  Any delegate can introduce a bill.

Passed bills will go to the upper delegation to be voted on/amended.

A bill will need a threshold vote of 50 percent or more.  

The upper delegation is made up of The Grand Consulators. It consists of 50 delegates elected by the people.  
The Grand Consulators will select the 2nd Consulate, determined by a threshold vote of 60 percent. 
The Grand Consulators will vote on bills that come from the lower delegation.  
A threshold vote of 50 percent is needed for a bill to pass

Passed bills will need to be signed by The Prime Consulate to go into effect 

The Prime consulate will have a cabinet selected by The Grand Consulators, a vote of 50 percent is needed to be selected.  All members have to be approved by The 2nd Consulate

The Prime Consulate can dissolve both chambers of Parliament if the following conditions apply: The 2nd Consulate agrees and if all members of The Grand Justiceirs votes yay

The 2nd Consulate will appoint Judges to the The Grand Justiceirs when seats become vacant

The Grand Justiceirs will be made of up 9 seats

The Grand Justiceirs will protect and uphold Peace, Liberty, freedom, and justice for all.  
They will determine if laws are unconstitutional or if they go against personal liberty

A Majority vote will be needed to dissolve laws or parliament regulations

The Grand Constitution is the supreme law of our land

Amendment 1: Free speech is protected.  Life, Liberty, and Freedom,  The state cannot infringe on citizens for their beliefs

Amendment 2: All citizens, no matter their creed, ethnicity, class, !@#$, or ideology have the right to vote 

Amendment 3: All citizens have the right to bear arms, The parliament or any entity cannot infringe or interfere 

Amendment 4: The lower delegation, if see fits, can file articles of impeachment against The Prime Consulate or The 2nd consulate.

A threshold vote of 60 percent is needed to file the charges.  
If the charges are filed, the defendant will go on trial before The Grand Consulators. 
A threshold vote of 60 percent is needed to convict the accused

Amendment 5: Slavery of any kind is illegal, everyone within our borders is guaranteed personal freedom

Amendment 6:  Regions will be dedicated as commonwealths as new territories enter the domain of the Parliament

Commonwealths will be governed by lower parliamentary houses elected by the citizens in the commonwealths

Commonwealths will be subdivided into counties.  Local county governments will be elected and will govern local affairs.

Each county will have a Court, all judicial seats is subject to elections.  Commonwealth Governors will be elected directly by the citizens every  term (3 year terms).  The seat can only be held 2 terms
 

Amendment 7: All elected positions and seats is subject to term limits

One term consists of 3 years.  An individual can serve 3 terms only in their lifetime

Prime Consulates and all executive seats can be subject to change per term, needing a 60 percent threshold vote from parliament.  An executive seats can be held for 2 terms only

Amendment 8: Monopolies are prohibited.  The Parliament retains the power to divide up any business, organization, or corporation if they meet any of the following conditions: If the entity controls 65 percent of the niche market or more.
