History: Panem arose after Earth's climate catastrophes—rising seas, droughts, and fires—rendered much of the globe uninhabitable. Amid this chaos, the remnants of humanity consolidated in what is now Panem, a nation divided into 13 districts surrounding a powerful central city, the Capitol, located in the Rocky Mountains. The Capitol, technologically advanced and resource-rich, became the ruling seat of power, exploiting the districts for their resources and labor. Each district was assigned a specific role in maintaining Panem's economy, from agriculture and mining to luxury goods and energy production.

The Capitol's tyrannical oppression sparked the first major fracture in Panem's history. The 13 districts, tired of exploitation and poverty, united in revolt during a period known as the Dark Days. The uprising was ultimately crushed by the Capitol, which deployed its advanced weaponry and military might to subdue the rebels. District 13, the hub of nuclear technology, was supposedly annihilated in the conflict, leaving only 12 districts under the Capitol’s control. To ensure this rebellion would never be repeated, the Capitol instated the Treaty of Treason, introducing a chilling punishment: the Hunger Games.

The Hunger Games became a symbol of the Capitol's dominance—a gruesome annual event where each district was forced to send one boy and one girl, known as tributes, to fight to the death in a televised arena. The Games served both as entertainment for the Capitol's elite and a reminder to the districts of their powerlessness. Over time, the Games became a cornerstone of Panem's culture, with tributes treated like celebrities before their tragic fates.

For decades, the Capitol ruled unchallenged, fostering resentment among the districts. The growing disparity between the Capitol's decadent lifestyle and the districts' poverty fanned the flames of rebellion. The spark came in The Hunger Games' 74th edition, when Katniss Everdeen, a tribute from District 12, defied the rules by threatening double suicide with her fellow tribute Peeta Mellark. This act of defiance made her a symbol of hope and resistance.

Katniss's actions catalyzed the Second Rebellion. District 13, revealed to have survived in secret, became the rebellion's headquarters. Under the leadership of figures like President Alma Coin and Katniss herself, the districts united to overthrow the Capitol. After a brutal war, the rebellion succeeded, overthrowing President Snow and dismantling the Hunger Games. However, the cost was high, with widespread destruction and significant loss of life.

In the aftermath, Panem began to rebuild as a fledgling democracy the president would be lifelong but with multiple fail-safes if they ever corrupt. The Hunger Games were abolished, and efforts were made to address the systemic inequalities between the districts and the Capitol. Katniss, forever scarred by her experiences, withdrew from the public eye, but her role in reshaping Panem cemented her as a symbol of hope and resilience in the nation's history. Bradley Snow Coriolanus Snow's Grandchild was elected as the New president.
Geography
Continent: North America
Land Area: 10,080.91 sq. km
Terrain: Nestled in the Rocky Mountains, the Capitol is surrounded by rugged mountain ranges, offering it a natural fortress-like protection. The terrain around the city is steep and craggy, with high peaks and narrow valleys. The Capitol itself is a glittering metropolis, heavily urbanized and dominated by opulent architecture. The surrounding mountains also provide isolation, making it difficult for invading forces to reach the city.

Situated near the foothills of the Rockies, District 1 features a mix of gently rolling hills and lush valleys. The area enjoys a temperate climate, with plenty of sunshine and mild winters, creating a relatively idyllic environment. The terrain is relatively tame compared to the harsher environments of other districts.

Located further south and still within the mountainous region, District 2 is marked by rocky cliffs, rugged plateaus, and deep gorges. Its terrain is well-suited for quarrying and provides a natural defense due to its steep and treacherous slopes. The district experiences a cooler climate due to its elevation.

District 3 is situated on flatter land, likely near the Great Plains or midwestern regions of Panem. It features open fields, sparse woodlands, and a relatively mild climate. The terrain lacks dramatic features, offering an unobstructed view of the horizon, with gently sloping plains dominating the landscape.

District 4, in contrast, is situated on Panem’s coastline, with sandy beaches, cliffs, and the endless expanse of the ocean. The salty air, rocky shores, and temperate climate make it a picturesque but sometimes perilous environment. The ocean provides abundant marine life, but storms and rough seas make it a challenging terrain to navigate.

District 5 features a mix of flatlands and low, rolling hills, likely resembling parts of the Midwest. The region may include rivers or dams to support its energy infrastructure. The climate in District 5 is temperate, and its terrain is neither extreme nor heavily forested.

Likely situated near the nation's transportation hubs, District 6 consists of a network of flat plains, rail lines, and urbanized areas. The terrain is unremarkable, predominantly flat, but vital for connecting the districts. The climate is likely similar to that of District 5, with mild temperatures.

Located in a heavily forested region, District 7’s terrain is dominated by towering coniferous trees, dense underbrush, and a mountainous backdrop. The area has a cooler climate, with snowy winters and long growing seasons in its woodlands. Rivers and streams may weave through the forests, adding to the rustic environment.

District 8 is urbanized, with large factory complexes and a more industrial feel, surrounded by flat or gently rolling terrain. The land may be dotted with small patches of forest or grassland, but the district itself is dominated by man-made structures. The climate is likely moderate, with little variation.

District 9 consists primarily of sprawling fields, resembling the breadbasket regions of the pre-apocalyptic United States. The landscape is composed of flat farmland as far as the eye can see, interspersed with rivers and small creeks. The region enjoys a temperate climate with warm summers and cold winters.

Located in a region suited for livestock, District 10 features open fields, grasslands, and sprawling pastures. The terrain is relatively flat, with some low hills and meadows. The climate is temperate, but it may lean toward a semi-arid environment depending on its exact location in Panem.

District 11 is one of Panem’s larger districts and features a mix of farmland, orchards, and open countryside. The terrain is mostly flat, with some gently rolling hills. It likely has a subtropical climate, with hot, humid summers and mild winters, resembling the southern regions of North America.

Situated in the Appalachian Mountains, District 12 is characterized by rugged hills, steep mountains, and dense forests. The terrain is rough, with coal-rich seams running through the mountains. The climate is cooler, with snowy winters and mild summers typical of a mountainous region.

Hidden underground, District 13’s above-ground terrain is stark and barren, having been ravaged by nuclear attacks during the rebellion. The surface features rocky, inhospitable land with little vegetation. The climate is harsh, with cold winds sweeping across the barren land, but underground, life is insulated from the elements.
Highest Peak: Rocky Mountains, 4 meters
Lowest Valley: Mississippi River Delta, 0 meters
Climate: Situated high in the Rocky Mountains, the Capitol enjoys a cool alpine climate. Summers are mild, with pleasant temperatures due to its elevation, while winters are cold and snowy. The surrounding mountains shield the city from extreme weather, but the high altitude brings thinner air and cooler conditions year-round. The Capitol’s elite lifestyle ensures it is equipped with advanced technology to control interior environments for comfort.

Located near the foothills of the Rockies, District 1 experiences a temperate climate. Summers are warm and dry, while winters are chilly but not severe. The district enjoys a relatively stable climate with limited seasonal extremes, making it one of the more comfortable districts in terms of weather.

Nestled deeper in the mountainous region, District 2 has a cooler climate influenced by its elevation. Summers are mild, with crisp and clear days, but winters bring heavy snowfall and cold temperatures. Its high-altitude location ensures frequent frosts and cooler weather year-round compared to lower-lying districts.

Likely situated in the plains or midwestern regions of former North America, District 3 experiences a continental climate. Summers are warm and humid, while winters can be cold, with occasional snowfall. The district sees a wide range of temperatures throughout the year, with noticeable seasonal shifts.

As a coastal district, District 4 enjoys a maritime climate. Summers are warm but tempered by ocean breezes, while winters are mild and wet. The constant proximity to water creates a humid atmosphere, and the region experiences frequent rain, especially in the colder months. Tropical storms or hurricanes may occasionally impact the district.

District 5, located in a central region with a mix of plains and hills, has a temperate climate. Summers are moderately warm, and winters are cool but generally not severe. The district likely experiences steady rainfall throughout the year, with occasional thunderstorms in the warmer months.

Situated in a flat, low-lying region, District 6 also has a temperate climate. Summers are warm and humid, while winters are cold, with potential snowfall. The district likely experiences heavy rain during spring and fall, contributing to its role as a hub for transportation and infrastructure.

District 7, covered in vast forests and possibly located in the northern regions, has a cool, temperate climate similar to boreal zones. Summers are short and mild, while winters are long, cold, and snowy. The forested landscape benefits from consistent rainfall, keeping the region green and lush year-round.

District 8’s climate resembles that of an industrialized urban area. While its natural weather may be temperate, urbanization likely exacerbates heat in the summer, causing warmer temperatures in densely populated factory zones. Winters remain cool but not severe, and the district likely experiences frequent rain due to the lack of natural vegetation.

Located in a vast agricultural plain, District 9 has a continental climate. Summers are long, hot, and humid, while winters are cold with moderate snowfall. The district receives consistent rainfall, making it ideal for large-scale farming. The climate is comparable to the heartland regions of the pre-apocalypse United States.

District 10, with its wide pastures and open fields, likely has a semi-arid to temperate climate. Summers are warm or hot, with dry conditions, while winters are cool but not harsh. The region might resemble the dry grasslands of the southern plains, where rainfall is sporadic and concentrated in a few months of the year.

As one of the southernmost districts, District 11 has a subtropical climate. Summers are long, hot, and humid, with frequent thunderstorms and occasional droughts. Winters are short and mild, with little to no snowfall. The district likely receives heavy rainfall during the growing season, but its heat can also lead to oppressive working conditions.

Located in the Appalachian Mountains, District 12 has a temperate climate with cooler conditions due to its elevation. Summers are mild, with occasional heat waves, and winters are cold, with frequent snowfall and frosty mornings. The district experiences distinct seasons, with vibrant autumns and blooming springs.

The surface of District 13, situated in a barren, post-apocalyptic landscape, is cold and desolate due to its northern location and nuclear devastation.
