Queen Elianne took power due to her prideful leadership. Even though the people let her be queen, they still made a constution to prevent her from being a dictator. Ever since then the people of Watersect have been quietly building their economy and population in the convenient of North America. With more people being born, the power of the queen and constitution might be outdated and the people might look to new systems of government.
