The Conclave is a large land split between different clans and tribes all at constant war with each other for resources, dominance, and survival however, despite the chaos they all fall under the rule of a single Autocratic ruler who is the direct object of worship for the religion that the Conclave follows and ruthlessly enforces as even in the most chaotic or most peaceful of times the Holy Legion is often seen purging a countless number of people as heritics and traitors.  This ruthless enforcement and the endless war and infighting of the clans ensure the no matter what, Drakon always remains in power.
