1. The Empire of Starcadia shall be ruled by Emperor Shamutoke, also known as The Specter, who embodies the principles of the Great Spirit.
2. The Emperor shall serve as the ultimate authority and guardian of the nation, ensuring the well-being and unity of the Starcadian people.
