The council also plays a role no matter what state the government is in,although it is much more insignificant than the throne, they aproove laws that are presented by the throne and the people except when martial law is in place, were they are instead treated as governors,the council members are born and inherit their parents role similarly to the monarchy, the people have one representative equal to the emperor in non martial order able to propose any laws they want or want changed,if there is a disagreement between them and throne the the council will decide, if martial law is put in place the emperor gets completely uncontested power, the people will not have a vote for a new elected representative if either the council or the throne is in charge and if the throne is put in charge the elected representative is removed from office immediately.
