Perhaps you are disappointed by what was, because change was promised, but you saw none. You did your duty, went to vote, made a decision like a good citizen. 

The truth is, leaders came and went, and they left you with empty promises while you are still treading water, feeling alone with your thoughts. And now, even that single straw you used to grasp has proven to be the flimsy reed it always has been. You feel lost, and don't know where to put your hope.

 

Or you are trying to go through this with blinkers on? Trying to sleep until this nightmare is over, until it is all better again? After all, does it really concern you?

Maybe you have your loved ones, your home, your work, your days. They leave you alone. You take their money and ignore them, you keep their business running, and the moment they focus on someone else, you try to forget them.

 

No matter where you find yourself, one thing is in common: you have been turning away from the truth. There is a wound that won't heal in the world. There is a darkness reaching like rust into everything around us. We let it grow, and now it's here. It's here and it's not visiting anymore. It wants to stay. Fascism is the enemy of the people, it is a disease that thrives in capitalism, it is never more alive than when we are asleep. It wants more and more, until it controls everything and everyone.

The enemies of the people, whether they come as monarchs, dictators, religious zealots, capitalists, fascists or all of it say that the people cannot live without them. “If it were not for us,” they say, “there would be nobody to maintain order, to lead, to give out work, and to compel people to work. If it were not for us everything would collapse, and everything would fall to pieces. Nobody would know what's right and what's wrong.” 

They distract you with issues of little to no relevance, they send you on a wild goose chase to channel your focus away from their everlasting task of entrenching their power. While you are riled up about matters that are exaggerated beyond any reason, you do not notice the boot on your throat slowly increasing the pressure. 

Their lies are so convincing, you even lick their boots and cheer them on with your last breath, doing so gladly because you are convinced that this is how it has to be. You are convinced that you have no choice but to toil away your entire life at their command, keeping the wheel turning with your labor while they live in worlds you can only imagine. You are so convinced their system is right that you can not imagine anything else.


But this is not what it means to be human. This is not what it means to be free. The lies of the monarchs, of the dictators, of the nationalists, of the religious zealots, of the politicians, the political parties and the billionaires, and of the fascists in all of their wake, will not confuse, intimidate, or deceive us. We know that, for leadership, we need not look up, not to bloodlines, not to the color of skin, not to a passport, not to the heavens, not to a political party nor to numbers on a bank account. 

Because none of this determines your worth as a human. Only your actions do.

For freedom, we only need to look to ourselves. Look to your humanity. Get up from under the boot. Rise. We have proven that the people can live without monarchs, without god, without a political party, without dictators and capitalists. They never proved that they can live without us.

 

We have risen. Rise with us.

History: Originally settled by Celtic peoples such as the Boii, by the 1st cent. B.C. the territory of what today is the Council Communist Republic of Southgermany (CCRS) was eventually conquered and incorporated into the Roman Empire as the provinces of Raetia and Noricum.

The history of the CCRS as a state stretches from its earliest settlement and its formation as a stem duchy in the 6th cent. A.D. through its inclusion in the Holy Roman Empire to its status as an independent kingdom & its establishment as a large Bundesland (state) called Bayern (Bavaria) of the former Federal Republic of Germany in 1949.

In the ongoing nuclear wars in orbis, the federal government of Germany was eventually disbanded in 2079, as federal resources were stretched thin, communications were interrupted due to the wars and issues were handled by the local governments anyways. More power was given to the local state governments, leading to the peaceful formation of the independent Free State called Nova Bavaria in April of 2081.

Nova Bavaria, intended as a parliamentary democracy, suffered the same hardships that many democracies suffered in the late 20th and early 21st century. Even though on paper, the state was mandated to protect the right of individuals and see to the basic needs such as food, clean water, shelter, clothing, safety and individual freedom being fulfilled, corruption and oligarchy grew rampant. Politics were often taken over by big corporations or billionaires trying to profit as much as they could from the system.

Thus, big corporations and billionaires were holding extreme influence in the nation. They could influence elections through swaying public opinion, because they owned most of the media outlets like TV-Stations or newspapers, and also the big social media platforms. They distracted the public with debates about minor issues that, even though they did not really affect peoples' daily lives, were propagated everywhere, in every debate. Politicians that more often than not were on the payroll of the wealthy chimed into that, all while securing power for the billionaires and mega-corporations without anyone noticing.

In Nova Bavaria, theoretically, the rule of law and separation of powers were held sacrosanct. Rules and regulations were supposed to protect employees and workers, however, huge Corporations were given leeway due to corruption and the state of affairs. The ongoing nuclear destruction of the environment and the scarcity of resources made technological progress inevitable for sustainable development, a certain quality of life and growth. While the basic supply of food and clean water as well as shelter and a basic healthcare were all provided by the government in exchange for taxes, anything going above these basic necessities was mostly in the tight grip of one of the giant national or international corporations within Nova Bavaria.

In terms of politics, the influence of corporations could also be felt, especially within the legislative branch of the country. Many politicians running for office received favors, money, positive headlines or all of the above from one corporation or another. What was promised in return could rarely be proven, but seemed rather obvious. This unsurprisingly lead to a lot of laws being passed in favor of said corporations.

The reach of corporations did also stretch into the executive and to some extend the judicial branch. The right to the enforcement of laws through a police force and the measuring and punishment of individuals or legal entities according to laws through an independent justice system for example, was slowly softened up. Corporate securities were taking over more and more, making their own laws and giving out their own judgement. While this was protested by some political parties, the majority of the politicians were deeply inside the pockets of the corporations and billionaires.

Corporations continued their course using their social media influence, by exploiting legislative loopholes, using bribery or staged incidents to grow their power. Politicians and often entire parties were in the pocket of corporations and billionaires, doing their bidding. The country saw a reversal in worker-, consumer- and nature protection laws, dismantling of government control mechanisms that kept billionaires and corporations in check, increased exploitation of the workforce and nature and a severe underfunded public infrastructure.

All of this brought with it an increasing gap between few very wealthy and many very poor citiziens. The latter were often forced to share what little living space the oligarchs left them to live on, working increasing hours and often not even getting basic human necessities. This lead to increased social unrest and pressure for change, which the corrupt system tried to fight by opening many sideshows like perceived immigration issues, by questioning basic rights of minorities and blowing international incidents out of proportions, essentially opening the door to full on fascism.

While many fell for the red herrings at first, unrest kept growing. There are many examples for the problems and riots that ensued, however the Nürnberg Riots of July 2102 are viewed as peak of the incidents. It was then when corporations turned off water and electricity to entire districts and tried to vacate entire blocks, because people there mostly weren’t able to pay their consumer bills and their rent after losing large parts of the harvest to radiation storms. The corporations sent in their security to collect or evict and keep people in check, with the local police force being overwhelmed completely.

The rioting that ensued was largely beat down by corporate securities, causing thousands of fatalities among civilians and immense destruction to the city. The military of Nova Bavaria eventually stepped in and restored the rule of law and the government mandated supply of basic needs, but the public outcry for reform peaked especially after the riots were framed as foreign extremists' doing which was only averted by corporate security. Since most of the footage was broadcast all over the country, this blatant lie has been very clearly exposed to an extent where even the corrupt politicians and judges could not hide it. With elections on the doorstep, this would mean the end of the oligarch rule.

In consequence, on the 4th of March 2103, the newly elected government of Nova Bavaria pushed for reforms that would transform the country fundamentally and eventually lead to the abolition of capitalism, forming the CCRS.

Over a six year process, the state was transformed from a corrupt system to a rule of law and the individual people. Main points of the reform were:
- Abolishment of the parliamentary democracy and decentralizing of government power. The country was structured into a democratically elected supreme council (german: "Oberster Rat") with no single person as leader. The duties of the council are for example overseeing things like defense, foreign affairs and anti-corruption guidelines. Cities and local municipalities are also lead by local, municipal councils with no single person as leader. All councils are constantly surveilled by both the public and the judicial system. All councils decide things democratically and are mostly open to the public, with exceptions existing in certain defense and foreign affairs. The purpose of the abolishment of a parliament and professional politicans was to increase the chances of citizens participating in politics, bringing everyday affairs into politics instead of made-up affairs.

- Prohibition of political parties. Since political parties proved to be the breeding ground for corruption, essentially gatekeeping political power to use it to their own benefit, long lasting political parties were prohibited. Citizens gathering and organizing for a single issue is permitted, but no lasting organization is allowed. The idea is that everyone is encouraged to participate in politics, not just people in a party.

- Limitation of privately owned capital to 10 million € per person. To avert oligarchy while still permitting personal wealth, laws regarding property were established. This essentially forced big multi billion corporations to be split up among their employees or other people, leading to them taking responsibility for the future of the corporations and deciding the path of the company. These publicly owned businesses acted not in the interest of maximizing profits anymore, but into providing a contribution to society while being a good working environment for the workers.

- Mandating key industries to be non-profit while heavily subsidising them, eliminating the previously existing practice to exploit basic human needs for profit

- Tightening the net of checks and balances while increasing transparency, giving no government branch and certainly no single person the ability to manipulate affairs for their own gain.

Terrain: Since neighboring cities and territories, who are in turmoil and are looking for stability, are constantly joining the Council Communist Republic of Southgermany voluntarily, the terrain description changes constantly. As for the year 2111, which is the time this factbook is being updated, the CCRS stretches from the former german states of Hessia and Rhineland-Palatinate in the north over the alps to the former italian regions of Piemont, Lobardy and Venetia in the South.

The alps, separating the north and the south of the country, are probably the most prominent feature. Looking like a massive obstacle, the many tunnels that run for example high speed magnetic levitation trains are connecting the country, making travel from the very north to the south possible in just under an hour. The mountains also provide shelter and excellent defensive positions during war.

Another mentionable feature is the mediterranean sea in the south, providing lush shores and maritime landscapes.

Climate: The climate is divided into north and south, with the alps being the border.

The northern CCRS has a continental climate that is harsh for middle Europe. The average temperatures range from 16,3 °C (61.34 °F) in the summer months with peaks reaching up to 37 °C (98.6 °F) to an average of -0.5 °C (23 °F) in the winter months with lows going as low as -15 °C (5 °F).

In the alps with their mountainous climate , temperatures can vary greatly due to the mountains and valleys. Lows can be as low as -41.8 °C (-43.2 °F), with highs going up to 25 °C (77 °F).

In the southern CCRS, a maritime climate is prevalent. The average temperatures range from 23 °C (73.4 °F) in the summer months with peaks reaching up to 42 °C (107.6 °F) to an average of 6 °C (42.8 °F) in the winter months with lows going as low as −1 °C (30 °F).

Description: In the Council Communist Republic of Southgermany, large corporations are history ever since the abolition of capitalist oligarchy in 2103. The corporations, moving out of the country but having to leave their means of production behind, were split up between the employees and citizens and are now managed by councils who act on a democratic principle. While this of course doesn't lead to the immense profits like before, the focus of production has shifted: the production of long lived, high quality goods has become the focus.

Because goods that once served no other purpose than to increase rampant consumerism are no longer produced, the industry of the CCRS went through a de-growth in the economic terms of the late 20th and early 21st century. Nowadays, this fact only worries people stuck in the mindset of that time, where all that counted for measuring the success of the economy were numbers on a bank account or of production of goods, most of which nobody really needed in the first place. Since the focus of the CCRS' industry has shifted from generating profits to serving peoples needs, being much more sustainable and acting in the interest of the community, the CCRS industrial complex is a very capable base of growth for its people.

As to social media and internet providers, everything is owned publicly, too. This required algorithms and other mechanisms that were used to control feeds back in the day be made public. This has led to a significant decrease in so called "opinion bots" that were used to sway public opinion away from real problems onto minor issues, giving oligarchs the green light to cement their power. Social media platforms have become a place of exchange, while still retaining all freedoms of speech and expressions in the borders of the law.

Small privatly owned businesses are permitted and even encouraged in the CCRS, since they are deemed to encourage personal responsibility for both the community and the business. The laws limiting the total capital to 10 million € per person still apply however, leading to a restriction of growth beyond a certain point. This is to prevent businesses from becoming too powerful, taking over others and forming powerful corporations.

The supply of basic necessities such as food, water, shelter, safety, information, transportation and all healthcare are surveilled by the local municipal councils.

Industries: The Council Communist Republic of Southgermany's industry is largely diversified and led by Information Technology with significant contributions from Retail, Service and Timber.

A big industry always was the military industrial complex, which is owned and managed by the high council.
Military
History: After the peaceful dissolution of the Federal Repulic of Germany 2081, the former Federal Armed Forces of Germany located in Bavarian territory were incorporated into the young Free State of Nova Bavaria. When presented with the fact of the formation of a new government, the men and women serving at the time were given the choice to either stay in the newly formed armed forces under new leadership or quit the service, many chose to stay. The Forces largely follow the tactics, doctrines, morale and ethics of the former German Armed Forces.

Surprisingly, it was in the military that the idea of council communism sprouted. During the riots of 2102, it was the military that stepped in and freed the people from the oppression of the corporations, restoring what little rule of law was left at the time. The military, being loyal to the law and not the politics, supported the reform of 2103 and the sheer presence deterred any corporation from seizing power in this very vulnerable moment. Thus, the military is held in high regard in the CCRS, albeit it is strictly prohibited to intervene in any internal political affair whatsoever.

The military is provided with the latest equipment through the CCRS industry or military equipment imported from GATO partners.
