History: Established in the spring of 2068. Neo Civitas was established by the survivors of multiple national governments and what resources they could gather following total atomic war. The American delegation held the majority of resources and had the largest staff, so thus made up the majority of the political bloc in the new country. Military forces from surviving military posts in western Europe were rallied to southern Denmark which escaped a LA portion of the conflict, but still suffered heavy damage from conventional bombs and frequent radiation storms. Many of the Danish civilians were killed, but new survivors enter the cities every day. The elected president Jefferson Davis IV hails from the surviving German delegation and was the son of famed General Jefferson Davis III who united Germania in the 2030s under a new Prussian military standard. JD III was the great great Grand Son of confederate president Davis who after his exile, fled to the United German Empire. His sons would spread out in the new empire, serving in its military and integrating into Europian society, it wasn't until his great grand son for a JD II to be named.

Terrain: Being made of up of swampy marsh lands, coastal beaches, and dense forests, Neo Civitas has a diverse landscape for such a small nation. Radiation from the atomic wars has drastically altered wildlife leading to extreme dangers. Most of the inner territory is rolling hills and fields. The soil is rich with minerals and raw resources.

Lowest Valley: Lammefjord, 7 meters
Climate: NC climate is mild in summer months but is prone to heat waves well in excess of 35 degrees C, and has chill winters averaging around -5 degrees C. The weather is subject to rapid change due to coastal patterns and rain storms are frequent. Radiation storms occur regularly, so all buildings are shielded in some manner.

Economy
Description: Due to Neo Civitas' strained situation. The economy is mixed between free trade and government controlled. The government controls the production of vital goods such as raw resources, munitions, steel, and food as a means of safeguarding the needs of the state, however, excess resources are sold on the market at cost and all other civilian industries are allowed near complete free trade with little regulation. However services such as Healthcare and education are heavily regulated by the government to restrict costs to the customer and get the most contribution possible of each citizen to the point that retirement plans are so generous because the incentives are that the more you produce and contribute, the more you'll gain in retirement. Taxes are very different. Taxes are tallied in a value based on wealth, income, holdings, etc. There are no deductions, and Taxes must be paid regardless of donations or other attempts at avoiding taxes. However, when paying taxes, a citizen does have a say in how it is spent by deciding what department or even what specific agency should receive their specific taxes, allowing an advanced form of representation in taxation. Taxes can be paid either in currency or in equivalent value in resources. However, middle and lower income citizens can pay their taxes via labor tax, by working a number of hours on various projects based on their skills, and the market value of that labor will be paid towards their tax debt, but the labor tax cannot exceed 200 hours in a year no matter the labor.

Industries: Neo Civitas is based primarily around its military. Surviving the wastes has lead to a culture based around supplying and improving the military first, and civilians second.
