Chinese government spends 80 billion on emergency bunkers

With the threat of war with the SOA, North India and United settlement the Chinese government has decided to construct emergency shelters all over China with the goal of saving as much of the Chinese government and population if total nuclear was ever happens.
 

Sadly it is not realistic for all 900 million Chinese people to get into the bunkers as there is simply not enough, However the Chinese government has also been giving out survival books that teaches Chinese people how to live off the land and survive even if the Chinese government itself no longer exists, the idea behind giving out 1 book per family is the idea that if the people understand how to live off the land and understand basic hunting and farming post nuclear raider gangs would be much less common and the Chinese people could get back to restoring China sooner rather then later.

The Chinese government has also encouraged it's citizens to stockpile on supplies enough to last 6 months.

Part of the plan to ensure population centers after a nuclear attack have food involves underground farms full of animals to breed and eat and crops to grow, the plan is if radiation makes the growing of food too dangerous or animals too radiated to eat then at least some areas of China will still have a long term food supply.

However to many Chinese people the thought of nuclear was is considered to be a unrealistic one with polls showing that 90 percent of Chinese people saying Nuclear war will never happen in their life times.

But regardless of what will happen fear seems to have griped the world as it stands on the edge of global war.
