While The SVS-92 Pandemic has been ravaging the world, not a single case has been found in Ceresia's cities and population since the Government suspended all international air travel and closed the land borders. However with the Maritime travel routes still open for trade and shipments essential for keeping the Economy in the green, it has created a serious bottleneck in the Maritime Quarantine zone South West of Kodiak Island.

The DIDC and the Ceresian Army's Royal Corps of Engineers have constructed a large camp on the remote and uninhabited Island of Ushagat directly between Kodiak Island and the Kenai Peninsula, to help ease the burden of current 760 cases being quarantined aboard the Hospital Ship HMS Ho'ola. The Camp, estimated to house and shelter 5,000 quarantined patients, as well as medical and Security Forces personnel. The Royal Corps of Engineers also constructed docks for the offloading of quarantine patients from vessels, roads to allow specially modified quarantine busses to transport the patients from the docks to the camp, and two large Helipads outside the camp. Hazardous waste and Human wastes are to be incinerated to avoid potential spread of diseases.

Ships entering Ceresian Territorial waters will still be required to quarantine, but for only 1 week unless symptoms are present aboard the ship. All suspected cases of SVS-92 and the Mutated SVS-93(aka the Noordam Strain) will be transferred to the new Quarantine camp on Ushagat.  The Emergency Land Quarantine Zone, as the Government has named the new camp, bears more of resemblance to a military Forward Operating Base or a Prison camp with it's Hesco Bastion Walls, guard towers with Machineguns and marksmen, and barbed wire perimeter.

When asked about the prison camp design, the Minister of Health and Welfare had this to say:

(Minister of Health and Welfare Dr. Klarissa Chang)

"The Overall design of the perimeter with a heavy emphasis on security measures was deemed essential by the recommendations of the Ceresian Army's Chief of Staff and the Chief of the Royal Army Medical Corps in the wake of the Mutated strain SVS-93 discovered aboard the Noordam. All measures must be taken for the security of not just the SVS-92 Patients, but for the medical and security forces personnel assigned there. I cannot comment on the ongoing investigation into the events aboard the Noordam, but what data we do have about the SVS-93 Strain makes it highly essential that these security measures are in place to control and contain the virus. As of yet, we haven't seen any outbreak of the mutated strain in the Nations with which we have been in constant communication with and thus it is essential to isolate it as much as possible to avoid another outbreak of the mutant SVS-93."

Regarding the Investigation into the Noordam, The Ministry of Justice has declined to comment stating "The Investigation is ongoing." but confidential sources within the Ministry of Justice have informed us that the investigators believe there is a valid cause for the belief that there were illegal operations being conducted aboard the Noordam and that "some very powerful people are involved."
