New Player Bonus

The New Player Bonus is a percentage boost to gross income for nations with less than 21 cities. It is intended to make the game easier for new players, help them catch up, and hopefully, stick around. The bonus decreases as you buy more cities. At 21 cities, you no longer get any bonus.
