History: After the collapse of communism in Romania, a democratic and conservative government was installed. This initially caused a lot of political chaos, and this new government would introduce a new economic system to the country, capitalism, but this ended up in what is described as "shock therapy", an economic term that refers to immediate free-market economics aimed at quickly transitioning a country from a centrally planned economy.

The chaos stirred much of the public, of the workers, the peasants as the natural fluctuating prices of capitalism dragged the nation-state. This would especially harm the dockyard and fishing industry, as for the demand of fish rose from a short-term famine from the transitioning government and the improper allocation of resources had substantially harmed this.

Dockyard workers gave a general strike after weeks of being overworked and this shattered the new fish-relying government, so the military was sent to put down the rebellion on command. The military took matters into their own hands, crushing the strikers, but this caused much more civil unrest than intended as riots throughout the country spread out intensely. The dockyard strikers were back and armed, quickly taking the city of Constanta, nearby dockyards and even land surrounding these areas. Romania was essentially at war and on the brink of it escalating, so their leader met with the strikers to establish a potential deal.

They had come up with a deal; the city was to be governed, independently of Romania, by the dockyard strikers; Romania was given access to dockyards in the South of the city for compensation and some sort of bonus. Now, the Democratic Republic of Dobrugia is independent.
