History: After the collapse of the Russian state following the 3rd World War, many nations and regions were liberated in Siberia. Many of these nations were content in staying put and being poor countries, with their only wealth coming from oil and natural resources found in their territory. One man, Jo Stalling was a little more ambitious. He wanted to bring Russia back to it's former glory under the New Russian Empire. Jo Stalling knew that he wouldn't be able to come to power in Moscow, due to the increasingly popular democracy that had taken power, so he made a succesor state in Vladivostok to eventually retake all the former lands of the Russian Empire.
