They filld with role of soilders. Meanwile Ishmael with the help of the fixers ere able to create a navy while the other sinners helped with the tank forces and Mersualt and Outis in charge of the air force.
Fixers also make up mostly the navy and air force although do actually appear in the army and command the tanks. The clones could only be produced up to 100k troops due to the problem of potential disortation from the clones.
