After many civilian casualties and a diminishing number of USEC operatives, the BEARs took over the walled off region and claimed it as their own, renouncing their Russian directives and instating their own government, becoming a country of its own.

Now they seek to work on their own as a rogue agency, expanding their military influence and profiting off it.
