History: Historically, Navarre was a sovereign kingdom that straddled the borders with French Aquitaine, the Kingdom of Castille and the Kingdom of Aragon. This came to an end in the 13th century when Navarre fell under a personal union with France. Navarre briefly regained independence in the 15th century, but was eventually annexed by the Crown of Spain. The Basque people suffered oppression throughout Spanish rule, but the Spanish Civil War in 1936 was the worst in terms of casualties. Under the Francoist regime, the Basque Country was forcefully integrated into the Spanish nation, and their language was banned. The region was the poorest amongst Spanish provinces, and suffered a demographic decline. Following Franco's death and King Juan Carlos' reforms, the Basque people managed to leverage the United States and France to regain their sovereignty. Under UN arbitration, the Basque people choose independence in the 1988 Referendum. The State of Navarre was established the next year.
