The National Council of Southern Britain (NCSB) is a formal and partially-recognised Regional Government that seeks to establish a new Southern Government within the United Kingdom through democratic, non-violent means.

The council consists of twenty elected representatives from ten Head Councils. These Councillors advise the HhCllr and serve as the democratic element to an otherwise unelected Leadership. Sovereign power within the NCSB sits between the High Council- who are able to enact legislation with approval of the HhCllr- and the HhCllr who can enact legislation after it is passed by the Head Council- if it is not passed then the bill will head back to the HhCllr for revision.

Clause 2 of the Council charter allows referendums to be held if a bill is held in deadlock for more than six months (This is a rare occurrence and has never been applied)

The NCSB does recognise the British monarch as its Central figurehead and has also placed the Late Queen Elizabeth II as the Lord Councillor.

Since HM Queen Elizabeth II has passed she serves as a posthumous symbol of the council through the state office of the Lord Councillor which is administered by the HhCllr on behalf of the late Queen. 

Despite being the Councils central figurehead the monarch holds no power. Buckingham palace does maintain formal relations with the council but has not yet officially agreed to adding the title of Central Figurehead (CFx) to the monarchs office.
