Presidents, Prime Ministers and Parliament - what direction will the new constitution take Gwlad Emrys

The new Gwlad Emrys Constitution (marking the end of the Sawh-Emrys conflict) has been announced. After speculation regarding how much change will it entail for the nation, it's true to say that this constitution will shake and reform the foundations of Gwlad Emrys Politics forever.

Elections to elect a President and a Parliament will commence on Friday the 28th of January - marking the end of Sawh-Reunited States occupation of Gwlad Emrys

The full constitution can be seen below:

  • The government will comprise of 2 executive offices:
    • Office of the President of Gwlad Emrys
      • This office will be elected directly by the people in a Presidential election held once every year. Multiple candidates can stand, however a candidate needs to gain control in 326 seats to be elected. If no candidate reaches 326 seats, the candidate with the lowest number of seats will be eliminated and another round of voting will commence.
    • Office of the Prime Minister of Gwlad Emrys
      • This office will be elected by the Gwlad Emrys Parliament, which will be elected by the people in a Parliamentary Election. There will be 650 MPs (Member of Parliament), each representing each individual seat. The Prime Minister will then be elected by Parliament by a majority vote.
      • In order to be elected, a member should request permission from the President to form a government. A President is most likely to give permission to the largest party. If a party does not secure a majority of the Parliament within 7 days, permission will fall to another party to form a government.
  • The President will maintain Executive Permissions:
    • The President will be able to do the following:
      • Sign Executive Orders: These orders may run for a maximum of 1 month, and will require a majority of the Parliament to run for longer. A President cannot sign 2 identical executive orders in 1 term.
      • Introduce bills to Parliament: Each bill requires a majority vote to be made into law. Any bills amending the constitution requires a 2/3rds majority.
      • Veto a bill passed by Parliament: The bill then is passed back to Parliament for amending and a further vote. If a bill secures a 2/3rds majority in Parliament, a veto will not be possible.
  • The President cannot dismiss the Prime Minister:
    • However the President can request a motion of no confidence:
      • This requires a majority vote of MPs to pass. If rejected, another motion cannot be requested for a minimum of 2 months.
      • MPs cannot request a motion of no confidence without support from the President
  • Parliament can remove a sitting President through an Impeachment Process:
    • An Impeachment bill must be passed by the Prime Minister and by a 2/3rds majority of Parliament in order to come into effect
    • This will bar the President from standing for office again and will immediately trigger a Presidential Election.
  • Amending the constitution:
    • Each amendment to the constitution requires approval from the President and a 2/3rds majority in Parliament.
    • There will be a designated cabinet office formed (The Constitutional Ministry) with a designated cabinet minister tasked with ensuring the constitution is maintained at all times. 

 

It remains to be seen how much of this constitution will be amended once the elections are over. However, many people think one thing is certain - the Liberal Party have redeemed themselves from political Wipeout by introducing this document.
