ICOW (International Council Of War) is made by Josef Tapferkeit, a retired Apex Factory member. 

Joining:

To join, you need to contact the Marshal or Minister Of Foreign Affairs for diplomatic inquiries and or recruitment. It also says so in the group's page.

Target Members:

The group is targeted for newer members, that need/want training. 

Tax:

There is only a measly 10% tax rate, which is affordable for new members.
