On August 4, 2092, the Italian Parliament, in a joint session, unanimously approved the war against Nezipotamia as proposed by the Council of Ministers. The motivation is as follows: "We must bring a bit of democracy and freedom to nations with absent governments that do not satisfy the happiness of their people." For this reason, after consultation with the Supreme Council of Defense of the People's Republic of Italy and a private consultation with the Chief of Staff of the Italian Army, Generale di Corpo d'Armata Pietro Serino, and following the verdict of the Constitutional Court, the war communication has been issued.

Having seen the requests made by the country's members;
Having observed the unavailability of the enemy government;
Noting the failure of the enemy government to carry out its duties;
Having seen the decision of the Chamber of Deputies and the Senate of the Republic in joint session;
Having seen the decision of the Supreme Council of Defense of the People's Republic of Italy;
Considering the status of the enemy state;
Having observed the verdict of the Constitutional Court;
Having seen the decision of the President of the People's Republic of Italy, Diana.
ANNOUNCES
The declaration of war against the enemy state "Nezipotamia" is made with the purpose of freeing citizens in that state's cities and liberating them from the ongoing horrors. After recent intelligence activities by the External Information and Security Agency (AISE), a part of the Department of Information for the Security of the Republic (DIS), it was discovered that there was a significant amount of criminal activity, limited military presence, and ample funds that were not being used for the common good of the citizens. For this reason, the Italian Army, the Italian Navy, and the Italian Air Force will be engaged in the liberation of this beleaguered population.
